Senior Project Manager

Role Summary
The Project Manager will lead the planning and delivery of an enterprise utility billing system supporting water, wastewater, solid waste, and related services. This role is critical to ensuring accurate billing, revenue integrity, and an improved customer experience across multiple service lines.
Working within a centralized technology portfolio management office, the Project Manager will partner closely with utility, finance, technology, and external vendors to oversee procurement, configuration, integration, and deployment activities. The role requires strong leadership, independence, and the ability to navigate complex regulatory and operational environments.
Key Responsibilities
• Lead end to end delivery of an enterprise utility billing system initiative
• Manage meter to cash integration initiatives linking metering, billing, and revenue systems
• Ensure billing solutions comply with municipal policies, financial controls, and regulatory requirements
• Oversee project planning activities including scope, schedule, budget, resources, and risk management
• Drive digital transformation initiatives to improve automation, self service, and customer communication
• Facilitate cross functional collaboration between utility operations, finance, IT, and vendors
• Support user acceptance testing, training readiness, and phased system rollouts
• Produce executive ready project documentation, status reporting, and governance artifacts
Key Requirements
• Five or more years of experience as a project manager supporting complex business and technology initiatives
• Five or more years of experience leading large scale projects involving scheduling, budgeting, resource planning, and vendor coordination
• Demonstrated experience managing utility billing systems or meter to cash related solutions in an enterprise environment
• Bachelor’s degree in business administration, management, information technology, or a related field
• Strong understanding of business and technical process mapping, requirements translation, and system implementation
• Advanced proficiency with Microsoft Word, Excel, PowerPoint, Visio, and project management tools such as Project or Planner
• Excellent verbal and written communication skills with the ability to engage executives, managers, and technical teams
• Strong organizational skills, attention to detail, and ability to manage multiple high visibility initiatives simultaneously
Preferred Experience and Training
• Project Management Professional certification
• Experience working within a large, highly regulated public sector or utility environment
• Knowledge of Agile, Scrum, Lean, Kaizen, or ITIL methodologies
• Experience working with business intelligence or reporting tools
• Proven ability to analyze information from multiple sources, resolve conflicts, and translate complex needs into actionable solutions
