to three days per week.
This role will be for 2 years, subject to satisfactory performance.

Project Overview
The Finance Department (FIN) within the IMF, is responsible for the financial operations of the IMF and has four key functions: (i) to ensure that the Fund has sufficient financial resources to fulfill its mandate; (ii) to manage the Fund's financial resources in a sound, prudent and transparent manner; (iii) to safeguard the Fund's financial resources; and (iv) to serve as the comptroller of the Fund.
Within the Finance Department, the Administrative Expenditures and Control Division (AX) is responsible for controlling all IMF payments and receipts under the administrative and capital budgets and under externally provided capacity development agreements.
IMF uses PeopleSoft Financials (FACTS) ERP system for various administrative and corporate financial operations. Current FACTS ERP system comprises Peoplesoft modules: Expenses, Cash management, Accounts Payable, Asset Management, General Ledger, Project Costing, Commitment Control, and Purchasing. Many of these modules are customized to meet IMF business needs, and additional bolt-on solutions are built using People Tools.
FIN, in collaboration with IT department has initiated CorpFin optimization project to: a) perform Business Process Optimization (BPO) across three functional areas, b) make select incremental enhancements to the current FACTS ERP system based on the outcome of the BPO exercise, and c) document as-is business processes in key unique areas of IMF's corporate finance functions.
Position
Business Analyst (BA) for ERP domain. The BA should have:
Prior experience managing BPO and experience working with ERP corporate finance processes.
Ability to work with multiple stakeholders to create process capability map, build process inventory (L0/L1), and document detailed process map (L3/L4)

Scope of Services

Travel BPO: Background: Travel is a critical and complex component that enables delivery of some of the IMF's mandates to the member countries. It encompasses mission planning, travel authorization, travel reservation, budget checks, and expense reporting. There are multiple types of missions, each having specific business rules and requirements. At present, several existing IT systems are in place to enable the mission and staff travel, including integration with third party travel agency.

The BA would:
Facilitate BPO for Travel business area. This includes collecting and synthesizing input from multiple stakeholders to document as-is processes, analyzing current policies governing Travel, and working with stakeholders to engineer to-be process model. In collaboration with stakeholders, the BA will identify and document changes to policy and processes that will be needed to operationalize to-be model, obtain signoff on the processes from business, and as needed, collaborate with the team to present findings to the broader audience.
Once to-be travel/expense model is finalized, work with business and IT stakeholders to identify and prioritize specific changes that can be implemented within the current system. Produce use-cases/functional requirements for the identified changes. Assist the IT team in understanding the requirements and clarifying any queries.
Participate in sanity testing of the solution before releasing to users for UAT.

Other BA Activities:
Facilitate and produce L0/L1 level business process inventory for the corporate finance related processes.
Document as-is processes for assigned business areas, including swim-lane diagrams for the process, key business rules, key input/output for the process steps, and high-level business need/requirement list.
Where applicable, ensure IMF BA standard templates are used and output is stored in the proper repository.

Support:
Support location: Should be offered from Washington DC area with a possibility of in-office presence for up to 3 days a week.

Support hours - 8 hours * 5 working days (typical working hours 9:00 am till 5:00pm US EST)

Functional Requirements
At least 10 years of experience as BA
At least 5 years of BA experience working in ERP process environment. Prior experience working in PeopleSoft or Oracle Fusion ERP environment is a plus.
Must have familiarity with common corporate functions within ERP domain such as Account Payable, Expenses, Purchasing, Cash management, and General Ledger.
Prior experience of leading business process optimization that involved multiple business stakeholders.
Prior experience of doing as-is and to-be process modeling.
Proficiency in various BA requirement elicitation techniques and producing various BA artifacts including business requirements and functional requirements.
Excellent written and verbal communication skills.

Project Governance
The BA will report to and work under supervision/guidance of a business lead.
Project Documentation
The BA will produce various artifacts (i.e. as-is process documentation, to-be process documentation), contribute to overall project status reporting, and provide status of BA work for the assigned activities.
The BA will work with IMF team to agree on output format for any BA artifacts and deliver quality output that does not require repeat revisions.
