Technical Business Analyst (Remote)
Our client, a leading Pacific Northwest utility provider committed to public service and environmental preservation, is looking for a remote Technical Business Analyst. Only candidates that reside in OR, WA, ID or MT will be considered for the position. This assignment is within the Agency Commercial Systems office of the Information Technology organization. The role of the Technical Business Analyst is to perform interviews and research to determine IT business requirements, and then translate them into specifications for complex technical projects and archive documentation.

Key Responsibilities for Technical Business Analyst:
- Interview internal and external stakeholders to determine IT business requirements:
- Draft specification for complex technical projects based on the interview/research results.
- Coordinate and track assigned tasks to assist in keeping the project on schedule and budget.
- Report to manager and team lead any issues that may impact the schedule.
- Assist in change management activities:
- Focus on how the business technology process affects the users, inclusive of their business processes, systems and technology, job roles, skills, and organization structures.
- Draft and implement approved change management plans that minimize user resistance, maximize user engagement, and empower senior management as change sponsors.
- Help craft change management plans that encourage faster adoption and greater utilization for the best business results.
- Analyze, facilitate, model and organize information in order to elicit requirements, reconcile conflicts, and distinguish solution ideas from business needs.
- Document project development efforts including use cases, requirements, test plans, process maps, system design specifications, system security plans, user guides, and operations and maintenance manuals, working closely with development and business teams to ensure successful implementation of system functional and technical requirements.
- Communicate with a wide variety of internal technical and business experts in individual and group settings.
- Communicate technical information verbally and in writing to technical and non-technical users.
- Communication with stakeholders will include facilitation, cooperation, and conflict resolution.
- Decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts.
- Assist in negotiating priorities and resolving requirement conflicts among various internal stakeholders.
- Distinguish key interactions and connectives among enterprise server-client technical solutions involving hardware, networks, security, and applications.
- Assist in development of data flow models to define interdependencies between other technologies and applications.
- Assist in project planning and tracking activities.
- Assist in data discovery and analysis and modeling of requirements, verification of deliverables.
- Provide a sustainable IT infrastructure by supplying cross training and functional documentation.
- Mark documents and maintain filing system(s), files, emails and records in accordance with compliance requirements.
Requirements/Qualifications for Technical Business Analyst:
- Associate or bachelor’s degree in information/Computer Technology, Business Systems, Computer Technology, or a related technical field is preferred.
- 7 years of experience is required with a bachelor’s degree in applicable fields.
- 9 years of experience is required with an associate degree in applicable fields.
- 11 years of experience is required without a degree.
- Experience should be consistent with the specific requirements of Business Systems Analysis and information technology and progressively more technical in nature.
- Familiarity with the IEEE Software Development standards or equivalent.
- Demonstrated ability to effectively communicate with highly technical stakeholders to develop requirements.
- Strong technical writing skills and the ability to present information concisely and in visual formats.
- Technical interviewing skills in the IT environment
- Proficiency with MS Office suite applications (Word, Excel, PowerPoint, Visio, and Project)
- Broad knowledge of IT systems infrastructure, architecture dependencies and requirements
