Position Overview
· The Texas Department of Agriculture is seeking an experienced Business Analyst III with strong Business Analysis, Quality Assurance, and Training expertise to support application analysis, licensing systems, and project initiatives. The ideal candidate will have deep experience working with Texas state licensing systems and a strong understanding of the end-to-end license lifecycle.
Key Responsibilities
· Consult on application analysis, troubleshoot system issues, and recommend effective solutions.
· Perform business analysis and quality assurance activities for licensing systems, particularly within Texas state licensing agencies.
· Demonstrate deep understanding of the license lifecycle, including new license applications and license management processes.
· Elicit, analyze, and document business and functional requirements by working closely with end users and stakeholders.
· Create detailed user stories and define clear acceptance criteria.
· Conduct manual testing to validate system functionality, usability, and regulatory compliance.
· Provide quality assurance consultation for projects, assignments, and special initiatives.
· Develop, execute, and review test cases and test plans.
· Process change requests and assist with scope management.
· Support project acceptance, installation, and deployment activities.
· Maintain assigned business relationships with vendors.
· Seek best value for new and renewing technologies.
· Review and approve monthly and annual vendor invoices.
· Follow all Texas Department of Agriculture policies and procedures.
· Perform other duties as assigned.
Required Skills & Experience
· Proven experience as a Business Analyst III or equivalent role.
· Strong background in business analysis and quality assurance for licensing systems.
· Experience working with Texas state licensing agencies (highly preferred).
· Expertise in requirements gathering, user stories, acceptance criteria, and manual testing.
· Ability to communicate effectively with end users, technical teams, vendors, and stakeholders.
· Strong analytical, problem-solving, and documentation skills.
