Summary

This is a Hybrid opportunity with a Mandatory On-Site Presence Weekly.

American Computer Services Inc. is hiring an experienced IT Contracting Officer to join a centralized Procurement Team that supports IT contract management, performance monitoring, and compliance in an ongoing effort to ensure alignment with company IT standards and strategic objectives.

You Must Have:

Proven experience managing complex IT procurements, negotiating contracts, and maintaining compliance with state and federal procurement laws, policies, and best practices.
Extensive knowledge in IT contracting, vendor management, and public sector procurement processes.

Key Experience includes:

Experience with various IT contract types (e.g., SaaS, IaaS, perpetual licenses, maintenance/support agreements).
Experience with state and/or federal procurement regulations, requirements, and processes.
Experience with procurement systems (e.g., Workday, I/3, or comparable platforms).
Experience working in a centralized procurement setting.
Experience applying cybersecurity and data privacy considerations to IT contracts.

Key Responsibilities include:

Oversee and direct IT procurement activities, including RFPs, RFIs, RFQs, and sole source justifications.
Prepare, evaluate, and negotiate IT contracts, including software licensing agreements, SaaS, cloud services, hardware, and professional services.
Work closely with legal, cybersecurity, enterprise architecture, and business stakeholders to ensure contract terms align with technical, legal, and operational needs.
Maintain compliance with State of Iowa procurement statutes, administrative rules, and internal policies.
Keep accurate procurement documentation and contract records in the state's procurement systems.
Offer guidance and training to internal stakeholders on IT procurement best practices and contract management.

Education/Certifications:

Bachelor s degree in Business Administration, Public Administration, Information Technology, or a related field.
Professional certifications such as NIGP-CPP, CPPB, CPPO, or NCMA CPCM.
