Oracle PL/SQL Developer (Oracle APEX) - Local Required

seeking an experienced Oracle PL/SQL Developer with Oracle APEX expertise to support the modernization of legacy Oracle Forms applications to Oracle APEX on Oracle Database 19c.

The selected candidate will help modernize mission-critical environmental and regulatory systems by developing secure, scalable, and maintainable applications. The role requires strong Oracle database development skills, experience migrating legacy applications, and the ability to work collaboratively in an Agile/Scrum environment.

Key Responsibilities

• Analyze existing Oracle Forms applications, data structures, and integrations.
• Modernize and migrate legacy Oracle Forms applications to Oracle APEX.
• Design and develop APEX user interfaces and support UI/UX standards.
• Develop and maintain PL/SQL procedures, functions, packages, and complex SQL queries.
• Perform data analysis, reporting, and database scripting.
• Implement application security, roles, and authorization models.
• Troubleshoot, debug, and optimize database performance.
• Prepare technical, functional, and system documentation.
• Participate in requirements gathering, development, testing, deployment, and production support.
• Support release management and production deployments.
• Mentor team members and provide knowledge transfer to Commonwealth IT staff.
• Prepare weekly status updates and reports for management and stakeholders.

Required Qualifications

• Bachelor's degree in Computer Science or a related field.
• 5+ years of Oracle PL/SQL development experience, including procedures, functions, packages, and advanced queries.
• 5+ years of Oracle APEX application development experience.
• Strong knowledge of Oracle RDBMS, preferably Oracle 19c.
• Experience with SQL Developer and/or TOAD.
• Understanding of data modeling principles.
• Experience integrating web services.
• Experience with SQL performance tuning, debugging, and testing in Oracle and SQL Server.
• Strong analytical, problem-solving, written, and verbal communication skills.

Preferred Qualifications

• Experience modernizing legacy Oracle Forms applications.
• Previous experience with Commonwealth of Pennsylvania or environmental systems.
• Knowledge of XML, HTML, Java, PL/SQL APIs, and SOA architecture.
• Experience with Agile/Scrum methodologies.
• Familiarity with regulatory or mission-critical applications.
• Ability to prepare comprehensive technical and functional documentation.
