Overview
We are seeking a Lead Business Analyst to support complex technology initiatives within an Integrated Eligibility System environment. This role will lead requirements gathering, business process analysis, stakeholder collaboration, and functional requirements development while helping ensure proposed solutions align with business needs, technical requirements, and project objectives.
Duties
- Lead requirements gathering and business process analysis with subject matter experts, business teams, and technical stakeholders.
- Analyze business needs, stakeholder requirements, and existing business rules.
- Identify, document, analyze, and validate business, functional, and system requirements.
- Facilitate stakeholder meetings and workgroups to gather requirements and validate proposed solutions.
- Develop requirements documentation, including process flows, user stories, functional specifications, and related business analysis artifacts.
- Analyze current-state processes and systems and support the development of future-state solutions.
- Identify opportunities for business process improvement and recommend appropriate solutions.
- Work with business and technical teams to ensure functional requirements align with technical architecture and project objectives.
- Support requirements related to continuous integration and deployment processes.
- Evaluate requirements and assist in developing recommendations for best-fit technology solutions.
- Support the delivery of web-based, client-facing applications.
- Collaborate with other Business Analysts and cross-functional project teams.
- Perform other related business analysis duties as assigned.
Mandatory Qualifications
- 7+ years of experience working on complex projects, including 2+ years of experience in a leadership role as a Business Analyst.
- 7+ years of client-focused business analysis and requirements analysis experience.
- 7+ years of experience gathering, analyzing, documenting, and validating business and system requirements.
- Experience working collaboratively as part of a Business Analyst team.
- Experience conducting requirements gathering sessions with business and technical stakeholders.
- Experience identifying, documenting, and validating system requirements supporting continuous integration and deployment.
- Experience preparing technology recommendations or proposals based on elicited business and system requirements.
- 2+ years of experience working within an Integrated Eligibility System program across multiple workstreams, including Eligibility Enrollment and Case Management and Financial Management, in a Health and Human Services environment.
- Strong experience collaborating with subject matter experts, stakeholders, business teams, and technical teams.
- Strong written and verbal communication skills.
- Associate’s degree or combination of experience and education.
Desirable Qualifications
- 7+ years of experience eliciting, documenting, and validating business and system requirements for large-scale modernization projects, including analysis of legacy systems, business rules, and complex functional domains, preferably within Health and Human Services.
- 7+ years of experience conducting business process analysis and developing requirements documentation, including As-Is and To-Be process flows, user stories, functional specifications, and wireframes using Blueprint or comparable requirements management tools.
- 7+ years of experience facilitating stakeholder meetings and workgroups to gather requirements, validate solutions, and support delivery of web-based, client-facing applications.
