Randstad is seeking a high-caliber Project Controls & Governance Lead for a long-term, full-time contract engagement with a major transportation leader in Washington, D.C. This critical role serves as the "analytical engine" for a high-visibility Corporate Restructuring Program, reporting to the Senior Director of Implementation Planning and Delivery with a dotted line to the Executive Sponsor. You will not be responsible for designing the restructuring content itself; instead, you will own the program's mechanics-ensuring consultant accountability, maintaining a defensible master schedule, and distilling complex workstream dynamics into data-backed, executive-ready insights. This is a high-stakes position for a professional who excels at surfacing risks early and providing the rigorous oversight necessary to drive a multi-year organizational transformation toward a successful July 2026 Board submission and subsequent implementation.

responsibilities:

Integrated Program Scheduling: Build and maintain a master program schedule that identifies critical path dependencies across multiple workstreams to answer what is happening now, what is blocked, and the chain of events leading to the 2026 deadline.


Risk & Issue Management: Maintain a comprehensive program risk register (covering staffing, regulatory, and legal risks) and provide concise, impact-weighted summaries for executive steering committees.


Governance & Documentation: Own the formal Decision Log and Change Control processes, ensuring every program pivot is documented with rationale and reflected in the master timeline and budget.


Consultant Accountability: Track external consulting deliverables and staffing plans against the original scope of work to identify resource gaps or quality risks promptly.


Executive Reporting: Produce weekly "Program Health" summaries and dashboards that provide leadership with a single source of truth regarding milestone status and pending executive actions.


Dependency Analysis: Perform rigorous impact analysis when delays occur, surfacing workstream conflicts before they derail the broader program timeline.




qualifications:

Experience: 10+ years of experience leading project controls or program governance for large-scale, multi-workstream organizational transformations.


Communication: Exceptional ability to distill complex data into "executive-ready" briefs and the confidence to deliver candid, early warnings regarding timeline risks to Senior Leadership.


Consultancy Oversight: Prior experience working alongside or managing large-scale management consulting engagements, with a specific focus on maintaining vendor accountability.


Domain Expertise: Proven track record in regulated, public-sector, or highly complex stakeholder environments (transportation or infrastructure experience is a major plus).


Technical Rigor: Deep familiarity with program management mechanics, including risk mitigation planning, critical path methodology, and formal change control.


Certification: PMP or equivalent program management certification is strongly preferred.
