Operating within GDOT’s enterprise IT environment, the Technical Product Manager (TPM) bridges the gap between complex business workflows and technical engineering execution. This role is responsible for the end-to-end evaluation, technical assessment, and prioritization of specialized applications, platforms, and data product requests. The position brings crucial business acumen alongside a deep understanding of technical architecture, system integrations, and underlying data structures to streamline the agency's enterprise intake pipeline.

  • Stakeholder Management & Requirement Engineering: Act as the primary liaison between operations business units (Engineering, Planning, Operations), executive leadership, and development teams. Lead discovery sessions to translate high-level business requests into technical specifications, system architecture maps, user stories, and actionable developer acceptance criteria.

  • Technical Leadership & Governance: Partner with enterprise architects, database administrators, and security teams to evaluate technical feasibility, manage platform dependencies, and mitigate technical risks. Ensure compliance with internal IT governance frameworks, state agency security protocols, and federal regulatory standards.

  • Buy-vs-Build Assessment: Analyze API documentation, data integration plans, and commercial software capabilities within the IT and Transportation Tech markets to provide informed buy-versus-build recommendations.

  • Communication & Portfolio Reporting: Establish and enforce a standardized protocol for detailed solution documentation across internal GDOT staff and third-party suppliers. Synthesize complex progress metrics into formal status updates for management review.

  • Process Optimization: Identify and execute operational improvements for the IT project intake, evaluation, and prioritization lifecycles. Standardize operating procedures, templates, and training materials to guide business units in submitting high-quality project requests.

  • Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a closely related field (or equivalent blended professional experience).

  • Product Management (e.g., CSPO, CPM) or Agile/Scrum certifications are a strong plus.

< data-path-to-node="13">Preferred Qualifications & Experience
  • 4+ years of technical product management or technical program management experience, ideally within a government agency, enterprise IT environment, or the transportation technology ecosystem.

  • Demonstrated technical familiarity with enterprise data pipelines, GIS/spatial data systems, cloud infrastructure (Azure/AWS), or enterprise service platforms (e.g., ServiceNow).

  • Proven experience managing, auditing, and overseeing outsourced or contractor-led software development efforts.

  • Strong capabilities in drafting formal technical policies, agency guidance documentation, and system architecture regulations for executive sign-off.
