Summary

Title - Program Analyst
Client - NOAA
Location - Silver Spring, MD
Duration - Full Time
Support a variety of highly complex projects and staff actions with program and administrative evaluation and analysis. Develop, recommend, and implement program and administrative policies. Research and investigate new or improved business and management practices, and develop or modify program policies, regulations, goals, and objectives.
Conduct qualitative and quantitative studies to assess the efficiency of OCS operational programs and recommend systematic improvements.
Author formal briefing packages, white papers, policy regulations, and project status assessments for senior leadership and external stakeholders.
 
Education: Bachelor’s/Master’s Degree
Years of Experience: Minimum of one (1) year of professional experience working with federal agency policies, meeting planning, and/or Congressional engagements.
Knowledge Skills and Abilities:
○ Knowledge of the principles, practices, and procedures of a field of administration or management; organized, detail oriented, comprehensive and detailed knowledge.
○ Understanding of a recognized organizational administrative or management function, including policies, precedents, and procedures; ability to apply this knowledge to achieve administrative or program objectives.
○ Familiarity with federal advisory committee act.
○ Ability to identify problems, propose solutions, and defend recommendations, and
○ Ability to write and communicate clear guidelines.
○ Maintain membership records.
○ Facilitate advisory committee meeting planning including agenda setting, distribution, note taking, follow up.
○ Ability to follow controlled correspondence instruction including preparing memos, point papers, draft letters, etc.
○ Develop and maintain standard operating procedures for advisory committee activities.
○ Support Coast Survey Directors engagements.
