About this Job
The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Network Communication Services Section. Req. 225106
The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
This position is part of the Edge Operations team within the Office of Technology Services (OTS) - Network Communication Services and is responsible for supporting and advancing the edge network infrastructure that serves Louisiana state agency offices and state-owned or leased multi-tenant facilities. The engineer plays a lead role in regional project execution, network service provisioning, and escalated troubleshooting efforts across a wide range of modern and legacy technologies. Work performed in this role directly supports statewide IT operations, enhances service delivery, and contributes to the strategic modernization of the state's network environment.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:
  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications
Five years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR

An associate's degree in information technology plus three years of experience in information technology or administrative services; OR

A bachelor's degree plus three years of experience in information technology or administrative services; OR

A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR

A master's degree plus two years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties and Other Information
Job Duties:
Implement and support advanced Layer 2/3 network solutions with a strong emphasis on software-defined networking (SDN) at agency and tenant locations
Deploy and maintain enterprise-grade SDN platforms that enable centralized control, improved visibility, and dynamic policy enforcement across distributed networks
Configure and manage role-based network access control systems to enforce security policies, user segmentation, and device-level access management
Install and support enterprise Wi-Fi systems to ensure consistent, secure, and high-performance wireless connectivity in compliance with OTS standards
Maintain compatibility with existing legacy infrastructure while integrating SDN technologies to modernize the network environment
Advise management and mentor junior engineers on scalable, cost-effective approaches to implementing OTS's network strategy using SDN technologies
Coordinate with OTS peer teams to document and execute project plans that align with organizational, operational, and technical goals
Act as the primary technical contact for agency stakeholders, ensuring that requirements, schedules, and deliverables are clearly understood and met
Stage, configure, deploy, and validate network hardware and software-including both SDN-enabled and traditional platforms
Provide project updates and status reports to OTS leadership as needed
Ensure relevant technical information, configurations, and lessons learned are documented and shared with OTS teams
Respond to and resolve network incidents and service requests within the assigned region, covering a broad range of technologies deployed at edge sites
Take ownership of escalated or complex issues that may involve coordination across vendors, internal teams, and agency IT staff
Address interoperability challenges and service disruptions that arise in environments containing a mix of legacy and modern network systems
Ensure timely restoration of service and thorough documentation of root causes, corrective actions, and recurring issues
Mentor junior engineers on diagnostic tools, troubleshooting methodologies, and OTS operational standards to improve overall response effectiveness
Maintain deep knowledge of SDN, enterprise wireless systems, access control technologies, and other emerging networking trends
Complete approved training and certifications that support current and future responsibilities within the evolving OTS network environment
Support special projects, strategic initiatives, and operational planning efforts as directed by OTS leadership
