Description of Work

The District Engineer in the Fayetteville District Office is a pivotal leadership role overseeing operations across Harnett and Cumberland counties. The position manages highway construction contract administration, supervises field work, and directs regulatory operations-including encroachments, subdivision reviews, and driveway permits. Serving as the primary regional liaison, this engineer coordinates maintenance and construction services for local government planning organizations and the public, while driving critical fiscal and personnel decisions.

Additional Expectations:
A full knowledge of the principles and practices of civil engineering as related to the location, design, construction and maintenance of highways. Ability to understand, explain, and administer contracts; interpret plans, provisions, specifications, policies, procedures, regulations and laws as well as strong written and verbal skills. Ability to prepare documents that are legally sound. Selected applicant will be expected to legally operate a motor vehicle. Safety toe shoes are required.

Knowledge Skills and Abilities/Management Preferences
Salary Grade and Salary Range: NC23 - $81,620 - $159,158

Management prefers applicants with the following:
  • Experience in reviewing project plans and specifications for locally managed projects, subdivisions, right of way encroachments and driveway permit applications for compliance with all applicable design and safety standards.

  • Customer service experience with internal and external customers including Division personnel and management, Municipal and County governments, consultants and contractors, elected officials and the general public including explaining engineering concepts to various customer groups.

  • Experience making recommendations and decisions for simple or complex projects.

  • Experience in the supervision, direction, management and training of subordinate employees to achieve established project delivery metrics.

  • Experience with interpreting and communicating verbally and in writing details of plans, projects documents, policies, and procedures to convey information to consultants, department personnel, and others.

Minimum Education and Experience

Bachelor's degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience. Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
