Role: Health IT Technical Analyst

Position Overview:
The Health IT Technical Analyst serves as a Subject Matter Expert (SME) in clinical data, supporting Medicaid and NC HIEA initiatives. This role focuses on developing solutions that meet CMS requirements, implementation commitments, and program timelines. The analyst will also support new and existing NC HealthConnex projects by providing clinical expertise, gathering requirements, recommending best practices, and contributing to solution design through implementation.

Required Skills and Qualifications:

• Experience with clinical coding systems, including SNOMED CT, LOINC, ICD, CPT, and RxNorm.

• Strong understanding of healthcare data exchange standards and interoperability frameworks, including HL7 and FHIR.

• Experience in Health Information Exchange (HIE) or clinical informatics environments.

• Strong analytical, troubleshooting, and problem-solving skills.

• Excellent attention to detail and commitment to data accuracy and standardization.

• Effective communication and collaboration with technical teams and stakeholders.

• Ability to work independently and contribute effectively within cross-functional teams.

Key Responsibilities:

• Analyze, validate, and troubleshoot NC HealthConnex clinical data used to support HR1 work-requirement exemption determinations.

• Assist in developing and refining the API that delivers relevant clinical data from NC HealthConnex to NCFAST, the DHB eligibility system.

• Collaborate with SAS, J2, NC Medicaid teams, and other stakeholders to test data flows, resolve issues, and support the deployment of new functionality into production.

• Support project scoping, assess the feasibility of new requests, and provide clinical and technical input for solution design.

• Contribute to requirements gathering, best-practice recommendations, and successful implementation of new and existing NC HIEA projects.

• Support Medicaid initiatives by helping ensure solutions meet CMS requirements, committed implementation timelines, and program objectives.

Education:

• Bachelor's degree in Health Informatics, Information Science, Public Health, or a related field, or equivalent experience.
