The State of South Carolina is looking for a Project Manager - Project Lead

SCOPE OF THE PROJECT:
Position is assigned within the SCDMV IT Department reporting to the Director, IT Operations. Under limited supervision, manages and coordinates IT strategic and tactical assignments and project management activities associated with agency-wide information technology initiatives. Coordinates IT project activities, deliverables, and deadlines with SCDMV personnel and other stakeholders, which will include other state and county government agencies and applicable business partners. Position may also serve in co-lead or IT coordinator role for agency projects led by the agency PMO or other business units. The IT Project Manager will work closely with agency PMO staff on applicable projects involving information technology. Also, the agency PMO is finalizing standardized project management methodologies; therefore, this position will assist with creating and establishing IT project management standards and processes to align with agency project management standards.
Daily Duties / Responsibilities:
Serves as SCDMV IT project manager for assigned projects. For non-IT driven projects, role will serve as project manager for IT assigned deliverables.
- Manages assigned IT projects and coordinates with all stakeholders from inception to completion to achieve the desired outcome.
- Works with project team to identify and document project scope/charter, budget (where applicable), resources,project schedules including milestones and risks, and project deliverables.
- Establishes meeting cadence for each project to ensure projects remain on budget and on schedule.
- Maintains project team accountability through tracking budget, milestones, risk mitigation actions, issues, and task assignments. Escalates issues timely to applicable stakeholder(s).
- Collaborates with others to establish project meeting agendas and produces project team meeting notes including providing project status updates and reports to stakeholders.
- Closes out each project in a timely and orderly manner, with documentation of lessons learned and finalizing of essential project documentation.
- Maintains accurate master IT project list.
- Produces required IT project related presentation and supplemental materials for meetings including steering committee and strategic planning meetings.
- Work with IT Management and SCDMV Project Management Office to develop, document, and codify the project planning, implementation, and management methodology for adoption by SCDMV
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
- ACTIVE PMP CERTIFICATION
- 5+ YEARS OF PROJECT MANAGEMENT EXPERIENCE.
- 3+ YEARS PROJECT MANAGEMENT EXPERIENCE IN MANAGING ENTERPRISE LEVEL IT PROJECTS.
- 1+ YEARS OF EXPERIENCE WITH SERVICENOW
- 3+ YEARS OF EXPERIENCE WITH BUDGETING

- EXPERIENCE MANAGING SYSTEM
- MODERNIZATION INITIATIVES

REQUIRED EDUCATION: A bachelor's degree in the business management, public administration, information technology, or other related field of study.
