Enterprise Architect – PeopleSoft CAPPS / Texas Public Sector

PeopleSoft FSCM/HCM Lead (20+) with Peoplecode, PeopleTools, Application Designer, SQL, PS Query, SQR, Application Engine, Oracle, CAPPS, ITIL experience, Texas State Agencies and public sector environments.
We are seeking a highly experienced Enterprise Architect to lead enterprise-wide architecture initiatives supporting Texas public sector agencies and the CAPPS (Centralized Accounting and Payroll/Personnel System) environment. The ideal candidate will possess deep expertise in PeopleSoft FSCM and HCM 9.2, enterprise application architecture, strategic technology planning, system integrations, and large-scale public sector implementations.
This role requires a strong technical leader capable of collaborating with executive stakeholders, business units, vendors, and technical teams to define architecture standards, drive modernization efforts, and ensure alignment with agency objectives and statewide technology initiatives.
Key Responsibilities
- Define, maintain, and govern enterprise architecture frameworks, standards, and best practices.
- Provide architectural leadership for CAPPS-related initiatives, enhancements, integrations, and modernization programs.
- Design and oversee enterprise solutions involving PeopleSoft FSCM 9.2, PeopleSoft HCM 9.2, and Oracle-based platforms.
- Develop strategic technology roadmaps aligned with business and agency objectives.
- Evaluate current-state architecture and recommend future-state solutions.
- Lead application, data, infrastructure, and integration architecture efforts across multiple enterprise systems.
- Collaborate with executive leadership to establish technology strategies and governance processes.
- Provide technical oversight for system upgrades, migrations, cloud initiatives, and digital transformation projects.
- Guide development teams on architecture standards, security requirements, and development best practices.
- Review and approve technical designs, solution architectures, and implementation approaches.
- Ensure compliance with state security policies, regulatory requirements, and industry standards.
- Manage vendor relationships, contract deliverables, and third-party solution integrations.
- Lead architecture reviews, risk assessments, and technology evaluations.
- Support SDLC processes, change management, and quality assurance activities.
- Facilitate stakeholder meetings and present architectural recommendations to executive leadership.
Required Qualifications
- Bachelor''s degree in Computer Science, Information Systems, Engineering, or related field.
- 12+ years of IT experience with significant focus on Enterprise Architecture.
- Extensive experience in Texas State Agencies and public sector environments.
- Strong experience with CAPPS (Centralized Accounting and Payroll/Personnel System) implementations and support.

- Experience leading large-scale ERP modernization and transformation initiatives.
- Expertise in SDLC methodologies including Agile, Waterfall, and Hybrid approaches.
- Strong knowledge of IT security, risk management, and compliance frameworks.
- Experience creating enterprise architecture documentation, standards, and governance models.
- Proven ability to communicate effectively with executives, business leaders, and technical teams.
Preferred Qualifications
- Prior experience working directly with Texas Comptroller of Public Accounts (CPA) systems.
- Experience with CAPPS Financials and Human Capital Management modules.
- Knowledge of cloud architecture and modernization strategies.
- Experience with enterprise integration platforms and API-based architectures.
- TOGAF, Zachman, PMP, or other relevant architecture certifications.
- Experience managing multiple vendors and system integrators.
- Public sector procurement and governance experience.
