Mandatory Qualifications:
- Level II- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a System Integration Engineer.
- 84 months of hands-on Salesforce development using Apex including at least 12 months within the 36 months before.
- 60 months developing ETL (extract, transform, load) processes for an enterprise data warehouse.
Duties and Responsibilities to be performed by the consultant:
1. Serve as the State's Salesforce technical expert and architect for the Rent Regulation System Modernization (RRSM) project, representing ITS and HCR technical interests with the implementation vendor.
2. Define the Salesforce technical standards (coding, configuration, naming, security, and deployment) that the vendor must follow and the State team will inherit.
3. Review the vendor's architecture, data model, security model, and integration designs for quality, scalability, and long-term supportability, and recommend acceptance or rejection to State management.
4. Review the vendor's code, configuration, and deployments against State standards, and identify defects, technical debt, and design risks before they're accepted.
5. Verify that the vendor's designs and deliverables trace back to documented business requirements, including all case types and rent calculation rules.
6. Review the vendor's large data volume strategy (indexing, query performance, data archiving, and record retention) for decades of building, apartment, and rent history data.
7. Independently validate the vendor's data migration from the legacy rent regulation system, including data mapping, record counts, reconciliation, and data quality.
8. Review the vendor's integration with the agency's OpenText Content Server document management system, including how existing documents and scanned images are linked to new Salesforce case, registration, building, and apartment records, how access is secured, and how retention rules are applied. Make sure links to existing documents survive the change from legacy identifiers to new ones.
9. Define and run parallel-run and reconciliation testing that compares Salesforce results to legacy system outputs for registrations, legal rent calculations, and case processing.
10. Work with the agency's legacy system staff to capture and document business rules, data structures, and interfaces from the legacy rent regulation system.
11. Design and build the data warehouse models and ETL processes that bring Salesforce and legacy data into the agency's data warehouse, and support data feeds to other State and City agencies.
12. Design master data for the core business entities (buildings, apartments, owners, and other parties) and make sure the vendor's Salesforce data model aligns with it.
13. Analyze the agency's existing .NET applications, document their business rules and data for the vendor's replacement work, and maintain and integrate them until they're retired.
14. Develop hands-on proofs of concept and State-owned components to test vendor approaches and estimates.
15. Help build the State's Salesforce support team: define the skills needed, mentor and train State developers, and involve them in vendor work so they're ready to take over.
16. Plan and manage the transition of support from the vendor to the State, making sure source code, environments, administrative access, documentation, and support procedures are handed over before the contract ends.
17. Take part in vendor sprint reviews and design sessions with business analysts, project managers, and program staff.
