IT Technical Support Transition and Knowledge Transfer Manager
The position will function as the IT TechnicalSupport Transition and Knowledge Transfer Manager in support of the Labor &Economic Opportunity (LEO), Unemployment Insurance Agency (UIA) SolutionProgram. This is a large scale, complexIT modernization project with high visibility in the State of Michigan’s ITInvestment Portfolio. The IT TechnicalSupport Transition and Knowledge Transfer Manager will work with Department ofTechnology, Management & Budget (DTMB) Agency Services team to coordinate/facilitatethe specific activities within their realm of responsibility that includes ITtechnical support transition in all program areas. This role will help define,schedule, control, and adjust all IT transition tasks of the project. This role is a specialized project manager responsiblefor the facilitation of the IT technical support transition and technicalknowledge transfer.
Responsibilities:
• Lead and facilitate the execution of the approvedtransition plan and report progress to leadership.
• Serve as primary point of accountability between theSystem Integrator, internal IT teams, and business stakeholders.
• Enforce knowledge transfer, documentation, and vendorexit requirements.
• Ensure operational readiness, security compliance, anddisaster recovery preparedness.
• Identify risks and escalate issues with mitigationrecommendations.
• Manage the scope, risk, issues, deliverables, andschedule of project directly related to all IT technical transition andknowledge transfer tasks.
• Facilitate and manage the vendor technical transition andknowledge transfer leaders and teams according to the transition projectschedule.
• Work with the Project Managers, Technical Managers andthe Program Leadership Group to regularly communicate project status across allorganizations.
• Assign project tasks and coordinate resources; thisincludes reviewing individual issues and concerns and resolving or escalatingthem as needed.
• Facilitate, communicate andexecute the overall IT technical support transition and knowledge transfer strategyfor the project, considering scope, objectives, and constraints.
• Identify and assess risks relatedto technical support transition and knowledge transfer and work proactively tomitigate them.
• Oversee review and analysis of ITtechnical transition and knowledge transfer documentation, and present findingsto IT technical management teams.
• Work in an agile environment andunderstand agile methodologies.
• Participating in project meetingsincluding Agile/Scrum grooming, sprint planning, sprint reviews, and dailystand-ups.
• Collaborate within an agilesoftware development process with software developers, subject matter expertsand stakeholders.
Required Knowledge, Skills, and Abilities
· TechnicalKnowledge
o Strongunderstanding and knowledge of .NET application architectures
o Hands-onknowledge of Microsoft Azure, including:
§ App Services / Functions
§ Azure SQL, Storage, and Key Vault
§ Azure Monitor and Application Insights
§ Azure RBAC and managed identities
o Experiencewith Azure DevOps, CI/CD pipelines, and operational monitoring
o Understandingof public sector IT governance, security, and compliance requirements

On premises to cloud environments
