Job Description

The Railroad Commission of Texas (RRC) seeks a Systems Analyst VVI to support the agency's Technology Modernization initiatives, including Mainframe Transformation and LoneSTAR. This role combines business, systems, and data analysis to understand user needs and existing operations; define requirements and specifications; and help design, implement, test, and improve applications, integrations, reporting, and data solutions. Work spans softwareasaservice (SaaS) and commercial offtheshelf (COTS) applications, migration from mainframe and other legacy systems, and data migration from Legacy systems into modern platforms.

The analyst collaborates with product owners, subject matter experts, project managers, developers, systems analysts, DBAs, ETL engineers, reporting teams, and agency stakeholders. Work is performed under limited supervision with considerable latitude for initiative and independent judgment. The position also supports consistent analysis practices, quality deliverables, data governance, and effective coordination across interrelated projects. The analyst may coordinate or assign work to other team members while completing individual assignments as needed. These actions will primarily support the production of currently deployed applications and will require daily interactions with business users.

Essential Job Duties

  • Assess and improve LoneSTAR and data transformation analysis, design, and documentation processes; monitor adherence to standards and the quality of application and project deliverables.
  • Elicit, analyze, document, verify, and validate business, functional, system, and data requirements and translate them into specifications, business rules, and testable acceptance criteria.
  • Analyze and document currentstate and futurestate business processes, system workflows, interfaces, and operational needs for modernization and implementation projects.
  • Analyze legacy data flows to support transition to modern applications and platforms, including data warehouse capabilities.
  • Profile and analyze complex datasets; produce and maintain sourcetotarget mappings, transformation logic, data definitions, dictionaries, and dataflow and lineage documentation across SQL Server, Oracle, and legacy sources.
  • Define and perform data quality controls, including reconciliations, rowcount and integrity checks, exception analysis, and rootcause investigation; recommend corrective actions to prevent recurring defects.
  • Partner with application and ETL/ELT/Snowflake teams on data integration, incremental or changedatacapture approaches, load schedules, and performance considerations; validate loads against source systems.
  • If needed, support reporting and analytics deliverables by documenting measures, field definitions, filters, aggregations, semantic model requirements, and businessrule validation.
  • Develop, review, and maintain system and project documentation, including process models, requirements packages, design materials, test plans, risk assessments, cutover plans, and runbooks.
  • Plan and facilitate system integration and user acceptance testing with the Quality Assurance team; define scenarios and expected results, coordinate defect remediation and retesting, and document approvals.
  • Provide quality assurance consultation and review project deliverables for completeness, consistency, auditability, and alignment with established policies and procedures.
  • Identify project risks, issues, and dependencies; analyze trends; recommend mitigation and corrective actions; and work with project managers and stakeholders to resolve concerns.
  • Support production operations by helping identify, triage, investigate, and document incidents; perform rootcause analysis and coordinate resolution to improve system functionality, performance, and stability.
  • Define, validate, and support AIenabled business use cases using Microsoft Copilot, Kiro, or similar platforms, consistent with agency policy and responsibleuse practices.
  • Coordinate analysis activities and assignments across team members as needed; provide assistance to developers, systems analysts, customers, and business stakeholders during implementation and maintenance.
  • Perform related work as assigned.
