Job Description:

Network Designs, Inc. is seeking a seasoned Senior Release Train Engineer (RTE) to support mission-critical Unified Communications modernization initiatives for a federal law enforcement customer. This position will lead Agile Release Trains (ARTs) supporting the migration of legacy and Cloud Based communications environments. The ideal candidate will provide enterprise-level Agile leadership, coordinate cross-functional delivery teams, and ensure successful execution of Program Increments (PIs).

Requirements:
  • U.S. Citizenship is required
  • Must possess an active TS clearance at the time of application, be willing and able to obtain SCI access, and pass a CI polygraph.
  • This position is onsite 5/days a week in Washington D.C.

Qualifications and Experience:
  • Bachelor's degree in Information Systems, Computer Science, Engineering, Business Management, or related field; equivalent combination of education, training, and experience may be considered
  • Minimum of ten (10) years of progressive experience supporting Agile delivery, program management, systems engineering, or enterprise IT modernization initiatives
  • Minimum of three (3) years of experience serving as a Release Train Engineer (RTE), Chief Scrum Master, or equivalent Agile leadership role in a large-scale enterprise environment
  • Demonstrated experience coordinating complex telecommunications, infrastructure, or Unified Communications modernization efforts
  • Strong knowledge of SAFe Agile methodologies, Lean principles, and Agile delivery frameworks
  • Experience using Agile lifecycle management and collaboration tools such as Jira, Confluence, Rally, or Azure DevOps
  • Strong written, verbal, facilitation, and organizational communication skills with the ability to interface effectively with technical and executive stakeholders

Preferred Qualifications:
  • SAFe Release Train Engineer (RTE), SAFe Program Consultant (SPC), PMP, Scrum Master, or related Agile certification
  • Experience supporting FBI, DOJ, DHS, or other federal law enforcement/intelligence community environments
  • Familiarity with Microsoft Teams Voice, SIP trunking, VoIP, and enterprise telecom infrastructure
  • Experience with secure cloud environments including AWS GovCloud and Microsoft Azure Government
  • Knowledge of DevSecOps, automated testing, and CI/CD pipeline implementation within secure federal environments
  • Experience supporting large-scale enterprise migrations, infrastructure transformation, or Unified Communications modernization programs

Responsibilities:
  • Lead and facilitate Agile Release Train (ART) events including Program Increment (PI) Planning, Scrum of Scrums, ART Syncs, Inspect & Adapt workshops, and System Demos
  • Coordinate and align cross-functional teams including engineering, cybersecurity, infrastructure, deployment, and operations personnel to ensure delivery objectives are achieved
  • Manage dependencies, risks, impediments, and program-level issues across multiple Agile teams and stakeholder groups
  • Track and report ART performance metrics including velocity, predictability, burn-down/burn-up, and flow efficiency to program leadership and government stakeholders
  • Support continuous process improvement initiatives and mature Agile delivery practices across the program
  • Ensure adherence to federal security requirements, telecommunications standards, compliance mandates, and contractual delivery milestones
  • Collaborate with Product Management, Solution Architects, Scrum Masters, and technical leads to prioritize and execute roadmap objectives
  • Promote and support Continuous Integration/Continuous Delivery (CI/CD), DevSecOps, and automation best practices within the Agile delivery lifecycle
  • Provide coaching and mentoring to Agile teams, Scrum Masters, and stakeholders on SAFe principles, Lean-Agile methodologies, and enterprise Agile transformation
  • Prepare executive-level status reporting, risk assessments, and implementation readiness updates for customer leadership
