Summary

Location: Harrisburg, PA Salary: $60.00 USD Hourly - $67.00 USD Hourly Description:

The primary objective of this engagement is to serve as the Lead PM for the implementation and enhancement of several large, critical IT projects. One key project will be the replacement of a Training Management System along with continued support of an existing treatment-related product.
Operational Requirements
  • The Project Manager directs, administers, manages, and facilitates an enhancement, re-engineering of a business process or a developmental project.
  • The PM is the individual ultimately responsible for program implementation.
  • The PM's primary responsibility is to drive the entire effort from start to finish.
  • The PM must ensure that the project is completed on schedule, within the defined budget, and that the final product meets business, technical, and quality requirements.
  • Must be familiar with the five (5) phases along with inputs/outputs identified by the Project Management Institute (PMI).
  • Must rely on proven experience leading projects to successful implementation.
  • Strong interpersonal skills are required when consulting with program areas and IT teams to define requirements and analyze and resolve problems.
Key Responsibilities
Project Leadership & Governance
  • Support the Enterprise ELS PM for the ELS initiative by managing assigned work adhering to the established timeline/schedule.
  • Direct, administer, manage, and facilitate enhancements, business process reengineering, or development of high-priority technology projects.
  • Accountable for activities with delivery cycles of 8 to 12 months.
  • Manage, coordinate, and establish priorities for the complete life cycle of projects.
Project Planning & Estimation
  • Develop estimates for planning, analysis, design, construction, testing, and implementation efforts.
  • Work with team leads to adjust and revise project estimates when necessary.
  • Ensure new project estimates are approved and agreed upon.
  • Develop detailed Project Management Plans.
  • Obtain approval and sign-off from customer representatives and project stakeholders.
  • Design project plans identifying needs, major tasks, and milestones based on scope, resources, budget, and personnel.
Schedule & Budget Management
  • Manage and track project progress against the project schedule.
  • Monitor project milestones and phases and take corrective action as needed.
  • Monitor and track project budgets and advise stakeholders.
  • Plan, organize, prioritize, and manage multiple work efforts across project teams.
  • Notify team members of timelines, milestones, phases, work requests, target dates, and approved work packages.
Reporting & Communication
  • Schedule or monitor status reviews, inspections, and quality assurance reviews.
  • Capture and report required project management metrics.
  • Analyze and distribute project metric reports.
  • Create, review, and obtain approval of the Communication Plan and Deliverables Matrix.
  • Prepare periodic status reports for project teams, sponsors, leadership, and stakeholders.
  • Report status and recommendations to senior leadership.
  • Provide weekly project updates.
Risk & Change Management
  • Ensure all scope changes follow Change Management processes and are documented.
  • Anticipate issues and proactively address them.
  • Identify and manage project risks and issues using a RAID Log.
  • Develop risk mitigation strategies and track through closure.
  • Engage management proactively regarding risks and issues.
Stakeholder Management
  • Build and maintain relationships with stakeholders and customer representatives.
  • Serve as the primary point of contact for project-related issues.
  • Facilitate discussions between IT teams and vendors.
  • Communicate effectively with customers and software/hardware suppliers.
  • Ensure team members understand how assignments support project objectives.
Team Leadership & Collaboration
  • Mentor less experienced project management staff when needed.
  • Work closely with Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
  • Balance workload with project team capacity.
  • Coordinate system testing with appropriate resources.
  • Conduct peer reviews with project team resources.
Training & Presentations
  • Plan, coordinate, and conduct training and orientation sessions.
  • Deliver presentations as necessary.
  • Coordinate and present proposals as necessary.
  • Plan project-specific training and orientation needs.
Compliance & Quality
  • Ensure compliance with PMO standards and procedures.
  • Follow PMO methodologies for consistency across IT and program areas.
  • Support continual improvement initiatives.
  • Develop and facilitate achievement of project service commitments.
  • Ensure project deliverables provide value and support strategic objectives.
Required / Desired Skills
Required
  • Seven (7) to nine (9) years of relevant experience proving ability to perform the role effectively.
  • Project Management Professional (PMP) certification for a minimum of five (5) years through the PMI Institute.
  • Current Pennsylvania resident.
  • Ability to work in the Harrisburg, Pennsylvania office one (1) day per month and more if required.
Highly Desired
  • Experience implementing SaaS solutions.
  • Strong, demonstrable background in Public Health with an emphasis on Drug and Alcohol Programs.
