Special Requirement:
- In-person attendance may be required for some on-site meetings. Please note TRS will not reimburse travel expenses for contractors. Pursuant to the Central Purchasing Act (74 O.S. § 85.40), any travel expenses incurred by contractors or agents of contractors providing goods or services to the state must be included in the contract award and paid as a part of the contract payment.
- Work hours are usually 8:00 am–5:00 pm, with flexibility possible if approved by the TRS Project Manager.

- Are you open to consultants residing outside Oklahoma? What is the frequency of onsite meeting/work?
- Response:- Yes, but not out of the United States. There is no set cadence for onsite vs remote meetings, but minimum is usually 2-3 times per year. We do hold workshops that begin at 8-9am/CST and end at 4-5pm/CST for 3-4 consecutive days, so depending on the travels proximity to the meeting site in OKC, overnight travel may be required.
Job Description:
The modernization responds to longstanding challenges such as fragmented workflows, manual processes, limited scalability, and stability issues in legacy technologies. The initiative introduces a modern stack—Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, a document management and process automation solution (pending platform evaluation and alternatives)—to support scalable, secure, and efficient operations.
Current state:
- Legacy systems moved from on-premises hosting to Azure cloud migration May 2024
- MyTRS member portal modernized July 2025
- All IS resources support legacy systems while simultaneously building modernized ones o Project charter and Software Development Life Cycle established and in practice
- Environment and foundation for modern applications defined and nearing completion
Expected outcomes:
- All major systems operate on the Azure platform with improved performance, scalability, and maintainability.
- Retirement of ALICE and elimination of legacy technical debt.
- Reduced manual work, fewer errors, and significantly improved turnaround times.
- A modern document storage and capture solution, with improved workflows and reduced fragmentation o Enhanced security posture.
- Improved user satisfaction and accessibility.
- Greater operational resilience and adaptability.
- Reduced maintenance burden, lower infrastructure costs, and fewer workarounds through modern platform infrastructure.
- All work products belong exclusively to TRS.
Responsibilities
Process Analysis and Documentation
- Engage with business units to understand operational workflows, pain points, and improvement opportunities.
- Interface with technical resources, such as Development or IT staff to understand and translate technical requirements.
- Document current state processes using clear, structured methods such as process maps, swimlane diagrams, and workflow charts.
- Facilitate discussions to define future state processes aligned with organizational goals. Requirements Gathering and User Story Development
- Translate business needs into detailed functional requirements, acceptance criteria, and Azure DevOps work items/user stories.
- Ensure requirements are complete, consistent, testable, and aligned with business priorities.
- Collaborate with product owners, developers, and stakeholders to refine and validate requirements. Testing and Quality Assurance
- Develop test plans, test scripts, and step-by-step testing instructions for functional and user acceptance testing.
- Execute functional testing of user stories in Development and Test environments to validate solution accuracy and readiness.
- Document defects, track resolution progress, and verify fixes.
- Coordinate, support, or lead user acceptance testing (UAT) sessions with business stakeholders. Stakeholder Collaboration and Communication
- Serve as a liaison between business units and technical teams to ensure shared understanding and alignment.
- Communicate project updates, risks, and issues clearly and proactively.
- Support change management activities by contributing to training materials, documentation, and user guidance.
Required Skills
- Experience in business analysis, process documentation, or related roles.
- Strong analytical and problem-solving skills
- Ability to create clear process diagrams and workflow documentation.
- Experience writing user stories, acceptance criteria, and test cases.
- Familiarity with DevOps or similar work item management tools.
- Hands on experience with functional testing and UAT coordination.
- Excellent communication and facilitation skills.
