Summary

ASSYST is seeking an experienced Project Manager under the working title of Business, Change and Training Project Manager in Tallahassee, Florida (Onsite, Contract role).

The Business, Change, and Training Project Manager will serve as a strategic lead within the Offender-Based Information System (OBIS) Modernization Project, driving the success of our Organizational Change Management (OCM), Training, and Communications workstream. This role will drive the Department's approach to preparing for and embracing transformational change, including crafting strategic communications, designing impactful training experiences, and guiding stakeholders through modernization with clarity and confidence.

Please Note: This is a Fully onsite role in Tallahassee, Florida and the mode of interview would be in-person.

Responsibilities:

  • Workstream Strategy: Define and manage the scope, objectives, and detailed project plans for OCM, Training, and Communications to ensure alignment with program milestones.
  • Stakeholder Analysis: Conduct organizational impact and readiness assessments to translate business needs into actionable change strategies and deliverables.
  • Change Management: Lead the execution of OCM strategies and tailored communication plans to mitigate resistance and drive high user adoption across diverse groups.
  • Training & Enablement: Design, deliver, and evaluate comprehensive training curricula and materials to equip end-users for system go-live and ongoing operations.
  • Relationship Management: Foster collaborative partnerships with leadership and stakeholders to ensure transparent messaging and cross-functional program alignment.
  • Quality Assurance: Audit all workstream outputs to ensure they meet rigorous quality standards, program requirements, and stakeholder expectations.
  • Resource Coordination: Manage internal staff and vendor partners, monitoring resource allocation to maintain delivery timelines and high-quality outcomes.
  • Reporting & Documentation: Maintain exhaustive project documentation and present status dashboards, briefings, and lessons learned to program leadership.
  • Vendor Oversight: Direct external vendors to ensure deliverables meet defined scopes, timelines, and quality benchmarks throughout the modernization engagement.
  • Process Improvement: Integrate industry best practices and innovative methodologies to continuously enhance workstream efficiency and team collaboration.

Requirements:

  • Possesses a Project Management Professional (PMP ) Certification;
  • Minimum of five (5) years of experience managing successful, large-scale projects involving multiple diverse workstreams;
  • Minimum of five (5) years of experience in OCM methodologies, strategy development and implementation;
  • Minimum of five (5) years of experience utilizing enterprise project management software (e.g; Microsoft Project, Primavera, or Jira) to track and maintain complex project schedules;
  • Minimum of five (5) years of experience applying formal project management methodologies and maintaining Project Management Office (PMO) documentation standards;
  • Minimum of five (5) years of experience in proactive risk mitigation and issue management;
  • Minimum of five (5) years of experience facilitating high-level stakeholder meetings and developing technical project documentation;
  • Proven track record of creating and presenting executive-level status reports to internal and external stakeholders;
  • Demonstrated ability to coordinate multi-disciplinary project teams and lead complex modernization initiatives to successful completion;
  • Advanced leadership, negotiation, and conflict-resolution skills; and superior written and oral communication skills, with a demonstrated ability to engage and influence stakeholders at all organizational levels.

Preferred Skills:

  • Certification in a recognized change management methodology (e.g., Prosci Certified Change Practitioner) is highly preferred;
  • Certification in Agile or Scrum-based project management (e.g., PMI Agile Certified Practitioner [PMI-ACP] or Certified Scrum Master [CSM]);
  • Certification in IT Infrastructure Library (ITIL) Service Management Foundations;
  • Experience managing complex projects with a large, geographically distributed user base;
  • Proven experience managing Florida state government projects, including a thorough working knowledge of Rule 60GG-1, F.A.C;
  • Experience managing vendor projects and working with technical programming teams;
  • Demonstrate initiative and a proactive leadership style to effectively resolve complex program issues;
  • Knowledge of IT standards within a criminal justice environment;
  • Skills in negotiation, mediation, group facilitation, and team building;
  • Dynamic and collaborative approach with a diligent work ethic and a committed focus on team success and proficient in using the ServiceNow and DocuSign platforms.
