Job Title: Enterprise Project Manager Executive (Hybrid)

Job Summary:
Seeking an Executive Enterprise Project Manager to lead large-scale IT modernization initiatives, including system upgrades, multi-system integrations, and enterprise platform transitions. This role provides strategic leadership, cross-functional coordination, and executive-level advisory support to ensure modernization efforts align with business needs, compliance standards, and long-term sustainability.
The candidate will manage teams responsible for modernizing Financial and Administrative systems, overseeing enhancements, defect remediation, system stabilization, and integration efforts.
Key Responsibilities:
- Lead enterprise modernization initiatives, aligning technology solutions with business strategy
- Manage cross-functional teams including BAs, developers, architects, and operations staff
- Develop and maintain project roadmaps, milestones, and risk mitigation plans
- Oversee requirement gathering, fit-gap analysis, and solution design for modernization projects
- Govern integration of business and technical requirements into Microsoft DevOps, ensuring traceability and alignment with enterprise standards
- Provide executive-level dashboards, performance metrics, and program health updates
- Ensure compliance with cybersecurity, data governance, and change management standards (NIST 800-53, FISMA, SC InfoSec)
- Facilitate stakeholder communication, vendor coordination, and cross-agency collaboration
- Support the development of policies, procedures, and documentation to maintain compliance and knowledge transfer
- Serve as a senior advisor for technology adoption, architecture alignment, and enterprise application governance
Qualifications:
Required Education & Certifications:
- Bachelor s or Master s degree in a relevant field, or equivalent work experience
- PMP certification preferred
Experience & Skills:
- 5+ years leading IT modernization or enterprise system upgrade initiatives
- 5+ years directing cross-functional technical teams through complex project lifecycles
- 5+ years in DevOps environments, including backlog management, CI/CD, and pipeline support
- 5+ years modernizing enterprise applications using frameworks such as Angular
- 2+ years experience with Microsoft 365 Power Platform (workflow automation, data integration, low-code/no-code solutions)
- Strong experience in fit-gap analysis, current-state and future-state assessments, and strategic technical recommendations
- Experience ensuring compliance with cybersecurity, data governance, and change management standards
Preferred Skills:
- Experience with MS Office 365, SharePoint, and Teams
- Knowledge of security and data classification related to CDC, HIPAA, and CJIS
