The Work:

The Research Analyst is responsible for conducting comprehensive research, performing technical analysis, and preparing written documentation to support the development of nominations and assessments for human rights-based visa restrictions and sanctions. This role contributes to visa processing, the implementation of human rights-related visa ineligibility, and various immigration-related functions, including asylum, removals, and parole.

Responsibilities

Key Responsibilities:
  • Monitor and research human rights-related developments in an assigned geographic region or regions by reviewing unclassified and classified information from diplomatic and intelligence sources, media, international organizations, non-governmental organizations (NGOs), and elsewhere.
  • Maintain expertise on legal and regulatory guidelines related to human rights-related visa restriction authorities, sanctions authorities, and certain immigration-related actions such as asylum, removals, and/or parole.
  • Provide analysis and guidance to client stakeholders on the implications of human rights-related developments to potential U.S. sanctions, visa restrictions, and certain immigration matters. Recommend potential courses of action.
  • Draft, edit, and secure client approval for documents such as human rights assessments, action memos, and country condition letters supporting sanctions, visa restrictions, and asylum adjudications.
  • Conduct outreach and liaison work related to human rights-related sanctions, visa restriction authorities, asylum matters, removals, and parole with client stakeholders.
  • Coordinate with client stakeholders to support execution by client officials of human rights-related visa restrictions and sanctions authorities.
  • Coordinate with the client to support execution by officials of certain immigration functions such as asylum, removal, and parole.
  • Other duties as assigned.


Qualifications

Qualifications - Here's What You Need:
  • Secret Security Clearance is required.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:
  • Exceptional interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
  • Exceptional verbal and written communication skills.
  • Excellent organizational, analytical, and problem-solving skills with high-level attention to detail.
  • Proven ability to multitask and prioritize in a fast past environment with changing priorities; adaptable to change and a quick learner.
  • Must be self-motivated and able to work well independently as well as on a multi-functional team.
  • Ability to handle sensitive and confidential information appropriately.
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
  • Ability to process time and attendance via TATEL program
  • Ability to arrange for staff travel through the E2Solutions travel management software system.
  • Ability to support the deputy director and director in inputting yearly staff evaluations into the performance software system.
  • Ability to procure office supplies via Arriba system.
  • Ability to schedule meetings via Outlook.
  • Discretion and judgment in arranging diplomatic meetings including in-person.
  • Knowledge of State Department paper templates, direction, and expectations.
  • General word-processing skills.

Preferred Qualifications:
  • Bachelor's degree in political science, economics, public administration, business analytics, or a related field. Advanced degrees are preferred for specialized roles.
  • Strong ability to synthesize large volumes of information into actionable insights using statistical analysis, qualitative methodologies, and visualization tools.
  • Familiarity with federal operations, procurement, regulations, and public-sector initiatives.

Working Conditions:
  • Professional office environment, with the ability to work onsite in the main office.
  • Must be physically and mentally able to perform duties extended periods of time.
  • Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
  • Must be able to establish a productive and professional workspace.
  • Must be able to sit for long periods of time looking at computer screen.
  • May be asked to work a flexible schedule which may include holidays.
  • May be asked to travel for business or professional development purposes.
  • May be asked to work hours outside of normal business hours.
