Technical Program Manager

12-Month W2 Contract | Remote
Location: Remote (CST or EST strongly preferred; PST also considered)
Pay Rate: $65–$75/hour (depending on experience)

Russell Tobin is supporting a large, well-known retail / consumer products organization in the search for a highly experienced Technical Program Manager (TPM). This role requires a strong background in retail, consumer product delivery, and enterprise-scale software implementations, particularly within supply chain and distribution environments.

Candidates must have 10+ years of TPM experience within retail or consumer product–focused organizations. Retail experience must be clearly reflected on the resume to be considered.
 

Role Overview

The Technical Program Manager will lead complex, cross-functional technical programs from conception through delivery. This role requires exceptional project management expertise, strong communication and collaboration skills, and the ability to apply analytical and problem-solving capabilities to drive successful outcomes across multiple teams.


Key Responsibilities

  • Lead large-scale software implementations, including supply chain and distribution application implementations, from planning through execution
  • Develop and manage comprehensive program plans including scope, objectives, timelines, milestones, dependencies, and resource allocation
  • Drive strong cross-functional collaboration across engineering, product, business, operations, and vendor teams
  • Communicate program status, risks, and dependencies clearly to stakeholders at multiple levels
  • Apply analytical and problem-solving skills to proactively identify risks, remove impediments, and resolve complex delivery challenges
  • Manage program-level risks by identifying, assessing, and implementing mitigation strategies
  • Facilitate quarterly planning, roadmap alignment, and dependency management across teams
  • Oversee vendor relationships, including selection, coordination, and performance management
  • Advocate for and promote agile principles, ensuring alignment across multiple agile teams
  • Ensure quality standards through rigorous testing, validation, and delivery governance
  • Drive continuous improvement in program management processes, tools, and methodologies


Required Skills & Experience

  • 10+ years of experience as a Technical Program Manager leading complex technical programs
  • Strong background in retail or consumer product–focused organizations delivering products to customers
  • Proven project management expertise, particularly in:
    • Enterprise software implementations
    • Supply chain and distribution systems
  • Excellent communication skills, with the ability to influence and align stakeholders
  • Demonstrated ability to collaborate effectively across cross-functional and geographically distributed teams
  • Strong analytical and problem-solving skills, with a proactive and solution-oriented mindset
  • Experience managing project plans, forecasts, and actuals within PM systems
  • Proficiency with JIRA, Smartsheet, and similar project management tools
  • Experience with agile methodologies and managing multiple agile teams
  • Knowledge of PLM (Product Lifecycle Management) systems and processes


Preferred Qualifications

  • Background as a Software Development Engineer (SDE) or other technical role prior to transitioning into TPM
  • Experience working in large, matrixed enterprise retail environments
  • Strong vendor management experience
