The Scrum Master leads the Agile delivery cadence for the VA Community Care Provider Directory program — running Scrum ceremonies, removing impediments, coaching the team on Agile maturity, and serving as the primary day-to-day liaison between the development team, the Product Owner (in coordination with the VA COR), and program management. The Scrum Master is critical to maintaining the program''s commitment to no-disruption deployments, continuous integration, and the DevSecOps pipeline that underpins FedRAMP continuous monitoring.
Leads development effort by Agile or Scrum delivery team, outlining and prioritizing work based on business value. Liaises with stakeholders ensuring their interests are included in release, and team to ensure release is developed by deadline and within budget. Responsible for business aspects of the project, including ensuring the right product is being built, in the right order, within budget, and by deadline. Serves as the Agile or Scrum delivery team''s primary contact for information, work prioritization, and decision-making. Coordinates and monitors the Scrum process from initiation through delivery. Serves as liaison between product owner, development team, and management. Ensures team members understand project objectives. Maintains product backlog and release plan. Preserves flexibility and ability to rapidly respond to changes.
Requirements:
- Bachelor''s degree in Information Technology, Computer Science, or related field
- 5+ years of Scrum Master experience on federal IT delivery teams
- Certified Scrum Master (CSM) or Professional Scrum Master (PSM I/II)
- Hands-on experience with Jira, Confluence, and modern CI/CD tooling
- Demonstrated ability to coach development teams through Agile maturity progression
Additional Qualifications:
- SAFe (Scaled Agile Framework) certification
- Experience leading Agile delivery on FedRAMP-authorized SaaS programs
- Prior VA, VHA, or HHS Agile delivery experience
- Experience integrating security scanning, automated testing, and compliance evidence generation into the sprint cadence (DevSecOps)
Responsibilities:
- Run all Scrum ceremonies — sprint planning, daily standup, sprint review, retrospective, and backlog refinement
- Maintain the product backlog and release plan in Jira; ensure backlog items are well-formed (acceptance criteria, definition of done, story-point estimates)
- Identify and remove impediments; escalate cross-team blockers to the Deputy Program Manager and Program Manager
- Coach the development team on Agile values, technical practices (TDD, pair programming, continuous integration), and DevSecOps maturity
- Liaise with the VA COR (acting as Product Owner proxy) to clarify requirements, prioritize the backlog, and confirm sprint commitments
- Track velocity, cycle time, and other team-health metrics; surface trends in retrospectives and report cadence-level data to program management
- Ensure FedRAMP control evidence (vulnerability scans, code review records, automated test results) is captured each sprint to support continuous monitoring
- Coordinate with the Configuration Lead, QA, and Security teams to align release management with VA''s deployment windows
