This role leads the Tria team supporting the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) Office of Integrated Veteran Care (IVC) Community Care Provider Directory program — a multi-year, FedRAMP-authorized SaaS platform delivering accurate, real-time provider data management for VA''s $31B+ Community Care Network. The Program Manager coordinates a multi-vendor team (CyKor as SDVOSB Prime, the Frontline Digital Joint Venture, HiLabs, and Second Front Systems) and orchestrates delivery against VA''s six technical discriminators: FedRAMP Moderate readiness, Provider Directory delivery on the HiLabs MCheck platform, scalable architecture, sustained 90%+ data accuracy via the R3 (Reliability, Relevance, Recency) algorithm, traceability and Single Source of Truth, and SaaS configurability. The Program Manager is the primary client interface with the VA Contracting Officer''s Representative (COR) and IVC stakeholders, and accountable for cost, schedule, performance, and customer satisfaction across Base Year and four option periods.
The Program Manager serves as the primary point of accountability for client service delivery and operations execution across the full scope of the Provider Directory engagement, including technology strategy, architecture and service management; IT security; systems integration; data analytics and visualization; application development and maintenance; help desk operations; infrastructure/network design and management; and cloud SaaS/PaaS environments. Possesses competencies across multiple IT technologies, business processes, or a combination of both. Leads deliverables, reviews the work of others for quality and accuracy, teaches the project team about the client environment and mission, communicates schedule and milestones, and maintains productive, professional relationships with the client and teammates.
Requirements:
- Bachelor''s degree in Information Technology, Computer Science, Business, Health Administration, or related field; Master''s preferred
- 8+ years of progressive IT program management experience, with demonstrable success leading large federal SaaS or data platform programs
- Demonstrated experience managing FedRAMP-authorized cloud solutions and FISMA-compliant federal information systems
- Strong working knowledge of federal acquisition vehicles, including NASA SEWP, GSA MAS, and IDIQ/task-order structures
- PMP certification (or equivalent) preferred
- Demonstrated experience leading multi-vendor teams with prime/subcontractor and joint-venture structures
- Excellent written and verbal communication skills with the ability to brief senior federal leadership
Qualifications:
- Direct experience supporting VA, particularly VHA, IVC, or the legacy Office of Community Care (OCC)
- Familiarity with VA Provider Profile Management System (PPMS), HealthShare Referral Manager (HSRM), Community Care Reimbursement System (CCRS), and the Community Care provider data ecosystem
- Experience with Agile/Scrum delivery in regulated federal healthcare environments
- Experience managing programs that include a Software-as-a-Service (SaaS) component delivered on a Platform-as-a-Service (PaaS) such as Second Front''s 2F Game Warden
Responsibilities:
- Serve as the single point of accountability for cost, schedule, technical performance, and customer satisfaction across the Provider Directory program
- Lead the multi-vendor delivery team, coordinating Tria, the Frontline Digital JV, HiLabs, Second Front Systems, and the CyKor prime to deliver against the contract Statement of Work
- Maintain primary relationships with the VA Contracting Officer''s Representative (COR), IVC program leadership, and key stakeholders across VA Community Care, VA OIT, and the VA Digital Transformation Center (DTC)
- Govern the integrated master schedule, milestone delivery, and risk register across the Base period and Option Periods 1–4 (and the in-scope optional task orders)
- Oversee FedRAMP Moderate readiness, ATO planning and execution, monthly continuous monitoring, and incident response coordination with VA security teams
- Lead the rollout of the HiLabs MCheck Provider Product Suite on the Second Front 2F Game Warden FedRAMP-authorized PaaS, ensuring meeting/exceeding the 90% data accuracy threshold
- Manage the integrated team''s compliance with VA Information and Information System Security/Privacy Language (Addendum B), NIST SP 800-53, NIST SP 800-88, NIST SP 800-171, and FIPS 140-3 requirements
- Govern interoperability deliverables with VA Community Care tools per Attachment B, including Data Access Services (DAS), Corporate Data Warehouse (CDW), CCN TPA gateways, HSRM, CCRS, and eCAMS
- Drive monthly status reviews, weekly accuracy reports, quarterly accuracy assessments, monthly continuous monitoring meetings, and quarterly joint reviews with VA
- Lead financial management — labor forecasting, monthly cost variance analysis, EAC management, and proactive change management on requirements drift
- Champion a continuous improvement culture: lessons learned, after-action reviews, DevSecOps maturity, and a posture of transparency and partnership with VA
- Mentor task and team leads (Deputy PM, Scrum Master, Security Lead, Data Migration Lead, Configuration Lead, Transition Manager) and develop bench strength for organic growth
