We are seeking an experienced Senior Enterprise Technology Project Manager to lead and coordinate a large-scale public-sector technology modernization program in San Diego, California. This is a senior, owner-side project management role responsible for overseeing complex enterprise system implementation and modernization initiatives involving multiple business units, technical teams, vendors, consultants, and executive stakeholders.

The Project Manager will provide overall program leadership, governance, integrated planning, vendor oversight, risk management, implementation readiness, and executive-level reporting throughout the project lifecycle.

 

The consultant must be available during standard Pacific Time business hours and able to work onsite in San Diego for key project activities, including executive/steering meetings, vendor workshops, testing, cutover, go-live, and stabilization activities. Some after-hours availability may be required during critical implementation periods.

 

Required Qualifications

·        Minimum 10 years of progressively responsible professional project and/or management experience.

·        Minimum 5 years of project or management experience within a local government environment.

·        Minimum 5 years of experience leading large-scale, complex enterprise technology implementation or modernization projects with budgets of $10 million or greater.

·        Demonstrated experience serving in a lead project or management role for at least three enterprise system implementations, including implementation, deployment/go-live, and/or post-production stabilization.

·        Experience coordinating multiple concurrent workstreams involving business stakeholders, technical teams, vendors, consultants, and executive leadership.

·        Experience managing project scope, schedules, budgets, risks, issues, decisions, dependencies, vendor performance, and executive reporting.

·        Experience with major enterprise implementation activities such as requirements management, system integration, data migration/conversion, testing, organizational readiness, training, cutover, go-live, and stabilization.

·        Demonstrated experience managing projects within the public sector, government, highly regulated, or similarly complex organizational environments.

·        These track directly to the solicitation's mandatory minimum requirements.

·        Highly Desired Experience

·        Property assessment or property tax systems.

·        Computer Assisted Mass Appraisal (CAMA) systems.

·        Land records, permitting, or other complex local-government enterprise systems.

·        Large legacy system replacement or modernization initiatives.

·        Mainframe-to-modern-platform or cloud migration projects.

·        Multi-vendor enterprise implementations.

·        Public-sector procurement and vendor/contract oversight.

·        Organizational change management and business transformation.

·        PMP, PgMP, Agile, Scrum, Prosci/change management, or comparable professional certifications.

 

 

Key Responsibilities

·        Serve as the lead project management resource for a complex enterprise technology modernization program.

·        Develop and maintain integrated project plans and master schedules across business, technology, infrastructure, vendor, data, testing, training, and implementation workstreams.

·        Establish and maintain project governance, executive reporting, decision-making, and escalation processes.

·        Coordinate multiple vendors, consultants, technical teams, business stakeholders, and executive leadership.

·        Independently monitor vendor performance, contractual commitments, milestones, deliverables, and dependencies.

·        Manage project risks, issues, assumptions, decisions, dependencies, budgets, schedules, and critical-path activities.

·        Prepare executive dashboards, status reports, presentations, decision materials, and steering committee briefings.

·        Coordinate requirements, system integration, data conversion/migration, testing, training, organizational readiness, cutover, and go-live activities.

·        Support business continuity and operational readiness throughout implementation.

·        Coordinate post-production stabilization and transition to ongoing operations.

·        Provide knowledge transfer, project management methodologies, governance practices, documentation, and tools to internal staff.

·        These responsibilities reflect the County's owner-side PM model—the individual is expected to independently represent the client's interests rather than function as the implementation vendor's PM.

 

Candidate Submission Requirements

·        Local government project experience and dates.

·        Enterprise technology implementation/modernization projects.

·        Approximate project budgets, particularly projects of $10M+.

·        Enterprise implementations personally led through implementation, go-live, and/or stabilization.

·        Experience managing multiple vendors and stakeholder groups.

·        Relevant certifications and professional credentials.

·        Any CAMA, property assessment, property tax, land records, permitting, or comparable government-system experience.
