Business Analyst

We are seeking an experienced System Analyst 5 to join the State of Michigan supporting the Michigan Department of State (MDOS). In this role, you will act as a primary bridge between business stakeholders and technical teams—gathering testable requirements, designing As-Is/To-Be workflows, serving as a Scrum Master/Agile facilitator, and establishing repeatable QA testing and maintenance processes.

• Work Arrangement: Hybrid (Onsite required Tuesdays & Wednesdays; candidates must reside within 1 hour of Lansing)
• Role Type: Contract (1 Year duration from projected start date, extension possible)

Key Responsibilities

• Requirements & Agile Facilitation: Elicit, write, and manage granular epics, features, and user stories using Jira or Monday.com. Facilitate backlog refinement and sprint planning sessions with Product Owners.
• Process Engineering & Modeling: Map comprehensive As-Is and To-Be business workflows and design wireframes/diagrams using tools like Visio and Figma.
• QA & Test Management: Design detailed test plans, execution scripts, and repeatable test processes alongside business units to ensure solution quality prior to rollout.
• Scrum Master & Mentorship: Serve as Scrum Master for campaign finance IT initiatives while mentoring business teams to adopt an Agile mindset for long-term operational sustainability.
• Governance & Delivery: Ensure alignment with System Engineering Methodology (SEM) deliverables, data governance standards, and State of Michigan IT (DTMB) policies.

Required Skills & Qualifications

• Business & Systems Analysis: 5+ years of experience eliciting, writing, and tracing business/system requirements and technical documentation.
• Quality Assurance: 5+ years of QA testing experience, including building test plans, test cases, and repeatable validation procedures.
• Agile Frameworks & Tools: 5+ years of hands-on experience managing epics, user stories, and boards in Agile platforms (Jira, Monday.com).
• Process Modeling: 5+ years mapping As-Is and To-Be business processes and workflow diagrams.
• BA & Design Tools: 3+ years of experience with UI/UX modeling and diagramming tools such as Figma and Microsoft Visio.
• Agile & Product Roadmapping: 3+ years creating product roadmaps and applying SDLC/Agile methodologies.
• Location & Onsite Constraint: Must reside within 1 hour of Lansing, MI and be available for mandatory onsite work on Tuesdays and Wednesdays.
