Project Overview
The Office of Technology Services (OTS) was established as a means of recognizing cost savings
through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third-party software, and custom applications.
OTS leads the State’s technology procurement process to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services, which can eventually be offered to all in-scope agencies.
Duties/Responsibilities
• Led the project lifecycle for the AT&T Legacy Services Conversion Project (Copper-to-Cloud (C2C)
· initiative), migrating approximately 13,000 statewide copper wire services to VoIP or LTE solutions.
• Provided oversight and resolution for AT&T ordering and provisioning issues.
• Supported the management and monitoring of existing and new NCS network and voice ITB, RFP, RFR, and RFI contracts.
• Ensured state government and operational compliance for network and voice contracts
Education:
Bachelor’s degree in Computer Science, Computer Engineering, Data Science, Management
Information Systems, Information Technology, or related field.
Required Experience
• Minimum 15 years of experience with telecommunications technologies.
• Advanced understanding of telecom vendors, available services, and project management workflows.
• Extensive knowledge of Centrex and AT&T service offerings, including infrastructure, features, and billing processes.
• Direct experience delivering telecommunications services to State governments with an in-depth understanding of government network and telecom requirements.
• Experience leading financial and billing audits, including invoice reconciliation, billing error identification, and cost savings analysis.
• Extensive experience implementing VoIP services, including network infrastructure requirements.
• Expertise in developing, structuring, and monitoring complex network and telecommunications contracts.
