Randstad is seeking a highly organized Regulatory Compliance & Documentation Manager to lead a critical compliance and process-optimization initiative for a major transportation client in Washington, DC. In this role, you will bridge the gap between internal operational teams and federal oversight by establishing formal policies, standardized procedures, and rigorous quality assurance frameworks for all documentation submitted to the Federal Railroad Administration (FRA). Your primary objective will be to eliminate compliance gaps, create a bulletproof quality control pipeline, and strategically streamline workflows to significantly reduce FRA approval timelines and ensure sustained regulatory alignment.

responsibilities:
Framework Development: Audit existing documentation practices to identify vulnerabilities and design, author, and implement formal compliance policies, templates, and Standard Operating Procedures (SOPs).
Quality Assurance Gatekeeping: Serve as the final technical reviewer and QA authority for all regulatory packages, ensuring 100% accuracy, completeness, and adherence to FRA standards prior to submission.
Process Optimization: Analyze the current end-to-end submission pipeline to identify bottlenecks and implement workflow improvements that accelerate federal approval cycles.
Regulatory Liaison: Act as a strategic conduit between internal project teams and regulatory bodies, translating complex federal requirements into actionable internal guidance.
Sustained Compliance: Maintain an organized, audit-ready digital repository of all regulatory submissions, approvals, and policy updates to ensure long-term compliance continuity.
qualifications:
Experience: 5+ years of experience in regulatory compliance, technical writing, quality assurance, or governance, ideally within a federal agency or highly regulated industry (e.g., DOT, FRA, FAA, FTA, or DoD).
Technical Writing Skills: Proven track record of taking complex engineering, operational, or technical data and translating it into clear, compliant, and structured regulatory documentation.
Process Improvement: Demonstrated experience mapping workflows, identifying operational gaps, and successfully implementing SOPs or QA frameworks from scratch.
Communication & Influence: Exceptional written and verbal communication skills, with the ability to interface confidently with federal regulators and internal executive stakeholders.
Education: Bachelor's degree in Business Administration, Public Policy, Technical Writing, Engineering, or a related field.
