RECRUITMENT NOTES

Miami-Dade County is seeking an experienced and visionary professional to lead the Network and Tranport Division within the Communications, Information & Technology Department (CITD). This position offers an opportunity to make an impact, grow professionally, and serve the community. CITD oversees the use of existing and emerging technologies to support County government operatons and deliver serves to the public. These services include applicatons development and support, enterprise solutions, technology infrastructure and integration, information security, giographic information systems, computer and telecommunications support.

The Division Director (DD) of Network and Transport will lead teams of information technology professionals who are responsible for supporting large operational county communication platforms and insfrastructure. This posiiton will be responsble for the establishment and monitoring of operatonal objectives and performance standards, overseeing operational teams, strategic planning, budgeting, resource management, procuremnt processes including bid preparation and ctract negotiations. The role will manage the strategic framework to lead and mange technological programs, and the professional development of teams which support new technologies. This position will be working with the Leadership team in the formulation of information technology policies and strategies, implementing related initiatives across the enterprise and movtivating a team of technical professionals. 

Illustrative Tasks

  • Plans, develops, implements and directs the work activities and day-to-day operations of the Division.
  • Leads first line technical managers of multiple teams of IT professionals. 
  • Assists senior management giving direction and leadership toward the achievement of the organization''s philosophy, mission, strategy, and its annual goals and objectives.
  • Strategic, tactical and operational planning, which align departmental technology to departmental goals, processes, business needs and objectives. 
  • Establishes tactical and operational plans, objectives, and projects to execurte strategic departmental initiatives with the division.
  • Oversee the planning, administering and monitoring of the IT Operational and Capital budgets of the division and the respective Departmental IT projects. This includes preparation of an annual budget and support documents; monitor monthly performance, comparing actual expenses to budgeted funds.
  • Prepares annual budget approval proposals for IT projects and coordinates with Departments, Divisions, and the Office of the CIO. Presents budget proposals to stakeholders, including customers and senior executives.
  • Manages enterprise communication networks and fiber optic infrastructure, including the implementation of communication projects and the support and maintenance of enterprise communication platforms.
  • Oversight of project management practices in a matrix managed environment.
  • Responsible for planning, assigning and reviewing the work of a team of professional and technical subordinates engaged in systems design, analysis, programming, operations, systems management, network management, training and support of departmental technology systems and applications.
  • Ensures that systems developed, designed and implemented meet the goals and needs of the departments.
  • Sets priorities for the work unit and establishes the vision, goals, and objectives for their daily work.
  • Plans, assigns and reviews work to provide technical guidance and long-term direction.
  • Exercises leadership in organizational programs such as resource succession planning, professional development, continuous business improvements and communication.
  • Establishes liaisons with public and private sector officials and service providers to create and maintain partnerships and cooperative relationships.
  • Discharges human resources duties of hiring, performance evaluations, discipline and professional development and represents Assitant Director as designated, both internally and externally in the discharge of official duties. 
  • Responsible for developing and maintaining departmentaining departmental IT Standards and Policies.
  • Plans efficient utilization of system production resources including personnel, hardware, andsoftware and establishes standards of performance.
  • Conducts feasibilities studies, risk and economic analyses, and other reserarch to evaluate and compare information technology tools, platforms, methodologies, costs, resourcing, maintenance and service delivery options.
  • Responsble or the develpment of professional, contractual services and maintenance agreements. This includes monitoring all contracts relating to the Division to ensure that the proper agreements are in place with enough funding to satisfy the daily business needs.
  • Ensures proper funding and directing the Division''s IT procurement requirements, supervising the preparation of Request for Proposal''s and submissions for IT projects.
  • Management of high expense vendor relationships and contracts corresponding to the subject matter areas of the units supervised or as assigned by the Assistant Director. 
  • Performs related work as required.

PREFERENCES:

  • Experience in information technology management, including systems engineering and the design and implementation of enterprise network communications solutions.
  • Working with diverse business units and teams in support of information technology program plans.
  • Managing vendors, negotiating, mediation, and contract management experience.
  • Overseeing project management practices in a matrix environment.
