Description

We are looking for an experienced Sr. Program Manager to guide the creation and launch of a new voluntary benefits offering in Iowa. This contract position has the potential to become permanent and will lead a complex, cross-functional initiative that brings together business strategy, product readiness, regulatory coordination, distribution support, marketing execution, and technology delivery. The ideal candidate is comfortable building structure in evolving environments and can turn high-level objectives into a practical roadmap for launch.

Responsibilities:

Direct the full program lifecycle for a new voluntary benefits business, moving the initiative from early planning through market launch and operational readiness.

Align cross-functional teams across product development, sales and distribution readiness, marketing, legal, compliance, and technology to keep priorities, timelines, and deliverables on track.

Create and maintain program governance practices, including milestone planning, status reporting, risk monitoring, issue escalation, and decision management.

Oversee implementation activities tied to core technology solutions, including benefits or policy administration platforms, mobile enrollment and claims capabilities, and system integrations.

Translate strategic business goals into coordinated execution plans with clear ownership, dependencies, and measurable outcomes.

Manage internal and external contributors across multiple concurrent workstreams, ensuring resources, schedules, and budgets are used effectively.

Partner with stakeholders to support product launch preparation, including readiness activities related to regulatory filings, broker or distribution enablement, and go-to-market execution.

Requirements

7+ years of program or project management experience leading large initiatives that span both business operations and technology delivery.
Demonstrated success launching a new insurance product, benefit offering, or line of business from concept through implementation.
Working knowledge of insurance regulatory processes, product filing considerations, compliance expectations, and distribution readiness activities.
Experience with cloud-based platforms and policy administration or benefits administration systems, including solutions such as comparable tools.
Strong command of project delivery frameworks such as Agile, Scrum, and Waterfall, along with tools like Jira, Project, or similar platforms.
Ability to oversee timelines, budgets, vendors, and cross-functional resources in a fast-moving environment with multiple dependencies.
Solid understanding of software development, systems integration, mobile application delivery, and modern delivery practices such as DevOps or CI/CD.
PMP certification is preferred, along with a strong background in program management within the insurance industry.
