Senior Program Manager - Data Center Delivery Assurance (Owner's Representative)

Position Overview

Our client is seeking an experienced Senior Program Manager - Data Center Delivery Assurance to lead the development and execution of a comprehensive project assurance program for a hyperscale data center construction project. This individual will represent the owner's interests and be responsible for establishing standards, governance processes, inspections, testing protocols, reporting frameworks, audits, commissioning support, and turnover requirements to ensure successful project delivery.

This is a highly strategic leadership role requiring extensive experience in large-scale mission critical or hyperscale data center construction environments.

Key Responsibilities

• Develop and implement a comprehensive project delivery assurance program for a hyperscale data center build.
• Establish quality standards, inspection procedures, testing requirements, and reporting methodologies across all project phases.
• Create and manage project governance processes, metrics, dashboards, and performance reporting.
• Lead contractor compliance reviews, audits, inspections, and corrective action processes.
• Ensure construction activities comply with project specifications, design requirements, industry standards, and owner expectations.
• Partner with project management, design, construction, commissioning, and operations teams to drive project excellence.
• Oversee quality requirements during commissioning, integrated systems testing, and project turnover.
• Facilitate issue resolution and drive accountability across general contractors, trade partners, consultants, and stakeholders.
• Monitor project risks and proactively implement mitigation strategies related to construction and delivery performance.
• Support the owner team in achieving schedule, cost, safety, and operational readiness objectives.

Required Qualifications

• Bachelor's degree in Engineering, Construction Management, Architecture, or related field.
• 10+ years of experience managing large-scale construction programs.
• Experience developing and implementing enterprise-level QA/QC or project assurance programs.
• Strong background in mission critical, data center, industrial, semiconductor, pharmaceutical, or large infrastructure projects.
• Demonstrated experience leading audits, inspections, commissioning support, and project closeout activities.
• Excellent stakeholder management and leadership skills.
• Strong understanding of construction quality systems, commissioning processes, and contractor performance management.

Preferred Qualifications

• Hyperscale data center experience (Google, Microsoft, Meta, AWS, Apple, Oracle, etc.).
• Owner-side project experience.
• Experience supporting commissioning, integrated systems testing, and operational turnover.
• Knowledge of mission critical facility standards and best practices.
• Professional certifications such as PMP, PE, CCM, CQM, or equivalent are highly desirable.
