Location: San Diego, CA - Onsite (4 days per week)
Work Schedule: Monday-Thursday | Approx. 8:00 AM - 3:00 PM PST (flexible as needed)
Duration: 1-year contract with possible extension to a second year based on budget
Employment Type: Contract (not intended to convert to FTE)
Position OverviewThe Program Analyst II supports a cross-functional team responsible for managing a portfolio of customer-facing programs, including Energy Efficiency and Discount-based initiatives. This role combines program and project support with requirements gathering and coordination across business and technical stakeholders. The position is well suited for someone with experience in program management, project coordination, or junior project management within a regulated or process-driven environment.
Key Responsibilities- Support the execution and coordination of multiple customer programs
- Serve as a liaison between business stakeholders and technical or system teams
- Gather, analyze, and document functional, system, and process requirements
- Obtain requirements through interviews, document analysis, workflow analysis, business process descriptions, surveys, site visits, and use cases
- Evaluate information from multiple sources to understand business requests and needs
- Translate business needs into clear application and operational requirements
- Assist with program and project tracking, documentation, and reporting
- Participate in meetings with managers and supervisors; help drive follow-ups and action items
- Support multiple workstreams across programs
- Learn program operations through shadowing and on-the-job training
Required Qualifications- 2-5 years of experience in a Program Manager, Program Analyst, Program Specialist, Program Support, Project Coordinator, or Junior PM role
- Experience supporting projects or programs in a structured, process-oriented environment
- Strong verbal and written communication skills
- Ability to synthesize inputs from multiple stakeholders
- Ability to lead meetings, working sessions, or small project initiatives
- Comfortable working onsite and collaborating with in-person teams
Preferred Qualifications- Experience working in a regulated environment such as utilities, energy, or public-sector programs
- SAP experience is a plus
- Undergraduate degree preferred, or equivalent years of experience
