Job Title: Program Manager
Location: Vienna, VA

Responsibilities

  • Lead the planning, governance, execution, and performance of multiple strategic business programs, initiatives, and projects that support organizational priorities and deliver measurable outcomes.
  • Partner with senior leaders and cross-functional stakeholders to translate strategy into coordinated roadmaps, workstreams, decisions, and outcomes.
  • Manage programs from concept through planning, execution, implementation, transition, and benefits realization, establishing clear scope, milestones, dependencies, risks, resources, and communications.
  • Develop and maintain program governance including charters, roles, decision forums, status reporting, escalation paths, and change control processes.
  • Define program objectives, success measures, KPIs, and short- and long-term outcomes in collaboration with stakeholders.
  • Facilitate planning sessions, resolve conflicting priorities, and enable timely decision-making across business units.
  • Oversee program performance monitoring, analyze trends and gaps, and recommend corrective actions.
  • Identify, communicate, and mitigate strategic, operational, financial, organizational, and delivery risks and issues.
  • Prepare concise executive updates, recommendations, and decision materials to communicate progress and next steps.
  • Manage stakeholder engagement, foster shared understanding, and ensure sustained business adoption.
  • Lead business readiness and change management activities, including impact assessments, training, transition planning, and measuring adoption.
  • Ensure solutions meet business needs through requirements definition and business process analysis.
  • Evaluate program effectiveness, track benefits realization, and propose adjustments for improved outcomes.
  • Manage program budgets, resource allocation, vendor coordination, and respond to changes impacting plans.
  • Maintain comprehensive program documentation, including plans, decisions, risks, issues, dependencies, lessons learned, and outcomes.
  • Provide guidance and coaching to project leads, workstream owners, and business partners on strategic program management.
  • Contribute to continuous improvement of program management standards, templates, governance practices, and planning processes.
  • Serve on cross-functional teams or task groups impacting the business unit or organization.
  • Perform other duties as assigned.

Requirements

  • Extensive experience leading multiple strategic business programs, initiatives, and projects in complex, cross-functional environments.
  • Significant experience translating strategy into executable roadmaps, integrated plans, governance structures, and measurable outcomes.
  • Expertise in program and project management, including scope, schedule, milestones, resources, budgets, dependencies, risks, issues, and change control.
  • Proven ability to influence decisions and drive alignment with senior leadership and cross-functional teams without direct authority.
  • Experience establishing program governance, executive reporting, decision processes, and stakeholder accountability.
  • Demonstrated success leading business transformation, operational improvement, organizational change, and adoption activities.
  • Ability to manage competing priorities, ambiguity, and interdependencies across multiple programs and workstreams.
  • Strong analytical and problem-solving skills, with the ability to synthesize data, evaluate tradeoffs, and develop actionable recommendations.
  • Expertise in defining KPIs, monitoring performance, and tracking benefits realization.
  • Excellent facilitation, negotiation, and conflict-resolution skills to guide diverse stakeholders toward shared outcomes.
  • Outstanding verbal, written, and interpersonal communication skills for executive updates and complex business topics.
  • Bachelor's Degree in Business, Management, Strategy, Operations, or related field, or equivalent experience.
  • Preferred Certifications: PMP, PgMP, or similar.
  • Experience with strategic planning, portfolio management, business transformation, and enterprise initiatives.
  • Knowledge of change management practices and certification is a plus.
  • Understanding of relevant state and federal laws, industry regulations, and company policies.
