Summary

Project Overview

FDOT is seeking a Senior Business Analyst to support its HR Workflow Automation and Modernization initiative, involving HR onboarding/offboarding, position management, classification, pay actions, and approval workflows. The application will use ReactJS and .NET Clean Architecture.

Key Responsibilities

  • Gather and document business and functional requirements with HR stakeholders.

  • Perform As-Is/To-Be business process analysis and workflow redesign.

  • Create BRDs, functional specifications, user stories, and acceptance criteria.

  • Manage product backlogs, sprint planning, and Scrum activities using Azure DevOps.

  • Analyze data requirements, integrations, and system dependencies.

  • Prepare test plans, test cases, and QA documentation.

  • Lead UAT, defect tracking, remediation, and business sign-off.

  • Develop process flows, design mockups, and user documentation.

  • Coordinate with developers, architects, and project managers.

Required Skills

  • 12+ years in Business Analysis, Requirements Engineering, and QA Documentation.

  • Strong experience in HR workflow automation, business process improvement, or enterprise applications.

  • Azure DevOps – backlog management, user stories, sprint planning, and testing.

  • Agile/Scrum methodologies.

  • Strong experience with UAT, QA testing, and test case development.

  • Business process mapping, data analysis, and integration requirements.

  • MS Visio, Excel, Word, PowerPoint, and MS Project.

  • Understanding of relational databases.

Preferred Skills

  • State government experience, especially HR/payroll/position management systems.

  • Experience supporting ReactJS/.NET application development teams.

  • CBAP, ISTQB, or similar certifications.

  • Data validation and workflow automation experience.

Education

Bachelor's degree in Computer Science, Information Systems, or a related field. Relevant work experience may substitute year-for-year.
