Job Overview

We are seeking an experienced Business Analyst to support HR workflow automation initiatives and business application enhancements. The ideal candidate will have at least 6 years of experience in business analysis, requirements engineering, and quality assurance documentation, preferably within HR systems, workflow automation, or government applications.

The candidate will work closely with business stakeholders, technical teams, and project management to analyze business processes, define functional requirements, support system integrations, and lead testing activities to ensure successful project delivery.

Key Responsibilities

• Develop and maintain project schedules, implementation plans, and release documentation.

• Analyze existing business processes (As-Is) and design optimized future-state workflows (To-Be) for HR automation.

• Translate business needs into detailed business requirements, functional specifications, user stories, and acceptance criteria.

• Facilitate requirements-gathering sessions with business stakeholders and subject matter experts.

• Analyze data requirements, system integrations, and potential impacts of application changes.

• Collaborate with technical teams to assess existing HR-related applications and recommend integration solutions.

• Manage product backlogs, sprint backlogs, and user stories using Azure DevOps.

• Participate in Agile/Scrum ceremonies, including sprint planning, daily stand-ups, and retrospectives.

• Prepare design specifications, process flows, functional documentation, and application mockups.

• Develop testing strategies, test plans, test cases, and test data to validate business requirements.

• Lead User Acceptance Testing (UAT), document defects and findings, coordinate resolutions, and obtain stakeholder acceptance.

• Analyze complex information and present findings in clear, executive-level reports.

• Develop standardized desk procedures, process narratives, and supporting documentation.

• Ensure project deliverables meet established quality standards and business objectives.

Required Qualifications

• Minimum 6 years of professional experience in business analysis, requirements engineering, and QA documentation.

• Experience analyzing business processes and translating requirements into functional specifications.

• Strong understanding of business process modeling, workflow analysis, and requirements elicitation.

• Experience developing user stories, acceptance criteria, test plans, test cases, and UAT documentation.

• Hands-on experience with Azure DevOps for backlog management, sprint planning, and test execution.

• Knowledge of Agile methodologies and the Scrum framework.

• Understanding of relational databases, data analysis, data validation, and application integrations.

• Experience coordinating with business stakeholders, project managers, developers, and technical architects.

• Strong documentation, analytical, communication, and problem-solving skills.

• Advanced proficiency in Microsoft Word, Excel, PowerPoint, Visio, and Project.

• Ability to manage priorities, estimate project tasks, and deliver quality documentation in an iterative development environment.

Preferred Qualifications

• Experience with state government applications, HR systems, payroll systems, or position management solutions.

• Experience supporting workflow automation and government administrative applications.

• Knowledge of data analysis techniques, data validation methods, and data relationships.

• CBAP, ISTQB, or other relevant business analysis or quality assurance certifications.

Education

• Bachelor s degree in Computer Science, Information Systems, Finance, or a related field, along with 6 years of professional experience.

• Equivalent professional experience may substitute for the degree on a year-for-year basis.
