Job Title: Data Modernization Program Manager

Location: Quincy, MA (Hybrid)

Duration: 12+ Months

Overview:

We are seeking a Data Modernization Program Manager to play a leadership and coordination role within a centralized Data Office. This role will support an enterprise-wide Data Modernization initiative focused on building modern data capabilities and coordinating data improvements across multiple constituent agencies within a large public sector organization.

The ideal candidate is a strong leader with domain knowledge in data and analytics. You are not expected to be a hands-on developer, but you should understand the value of data, have foundational knowledge of modern data platforms, and clearly articulate how data capabilities drive business outcomes. You will work closely with both business and technical stakeholders to align expectations, manage delivery, and ensure successful execution of modernization efforts.

This is a high-visibility role in an expanding organization undergoing significant digital and data transformation.

Role Highlights:
  • Lead and coordinate enterprise Data Modernization initiatives
  • Partner with multiple agencies and stakeholders
  • Manage vendors and system integrators
  • Support adoption of modern cloud data platforms
  • Establish best practices, processes, and governance


Initial Focus:
  • Partner with senior data leadership to build a core delivery team
  • Support data modernization efforts within two initial agencies
  • Enable agency onboarding to shared enterprise data services
  • Drive adoption of modern cloud data tools (e.g., Snowflake, Tableau)
  • Support integration into an enterprise data mesh
  • Enable agencies to produce core KPIs and analytics

As the program scales, this role will transition from hands-on execution to coordination, onboarding, and program leadership.

Key Responsibilities:
  • Partner with agency stakeholders to understand business goals and data challenges
  • Develop and communicate a strong understanding of the overarching Data & AI Strategy
  • Translate business and agency goals into defined tasks, work plans, and timelines
  • Coordinate delivery activities across internal teams, agencies, and vendors
  • Perform program administration tasks (onboarding, access requests, intake forms, licensing, etc.)
  • Facilitate meetings, stand-ups, and cross-team check-ins
  • Track progress, risks, issues, and dependencies across workstreams
  • Produce and present status reports to leadership
  • Coordinate with technology, security, and infrastructure teams to meet delivery requirements
  • Review vendor deliverables to ensure alignment with contractual expectations
  • Establish and document best practices and standard operating procedures


Preferred Qualifications:
  • Experience working with or supporting data teams (data warehousing, integration, analytics, reporting)
  • Experience in health, human services, insurance, healthcare, or public sector environments
  • Strong analytical and problem-solving skills with a structured approach to complex challenges
  • Solid understanding of project and program management methodologies
  • Familiarity with major public cloud platforms (AWS and/or Microsoft Azure)
  • Comfort navigating complex, matrixed, and bureaucratic environments
  • Strong relationship-building and customer-focused mindset
  • Excellent written and verbal communication skills, including executive-level presentations


Required Skills & Experience:
  • 3+ years of experience in project or program management, from planning through delivery
  • 5+ years of experience in an IT, data, or analytics-related role
  • Proficiency with MS Office tools (Excel, Word, Visio, Outlook, PowerPoint)
  • Proven ability to translate between technical teams and business stakeholders
