This position is located in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Product Delivery Service (PDS), Benefits, Appeals, and Memorial (BAM) Services. The primary purpose of this position is to supervise and manage program management staff, resources and activities for planning, program and project execution, monitoring and evaluation of major VA IT investments and initiatives, and advise senior management.

Major Duties:

  • Requires application of expert leadership and managerial skills to ensure proper and effective utilization of the personnel resources.
  • Provide management oversight for IT program plans, procedures, implementing guidance and established processes and business practices to resolve a diverse range of critical and complex problems.
  • Mastery ability to communicate successfully with staff at all levels of the organization.
  • Manage the coordination of assigned mission-related IT system solution goals, facilitate adjustments as appropriate and manage the implementation of program and project plans to meet planned IT system solution objectives.
  • Manage program/project management and systems lifecycles to include: acquisition, development, modification, enhancement, deployment or decommissioning of a product, service or system which may consist of one or more Commercial Off the Shelf (COTS), Software as a Service (SAAS), and/or internally developed software business application technologies and the product, service, or system may be developed internally using IT Staff resources.
  • Provide oversight for the performance of special studies and analyses for senior leadership that has a national impact and/or priority which may receive Congressional and media attention and also responsibility overseen by the incumbent has critical impact on the ability to analyze, develop and implement software and technologies.
  • Ensures that project management quality standards, tools and techniques governing all aspects of application development, systems support and research and development activity are defined and implemented across the system with the goal of ensuring uniformity and consistency of components.
  • Manages project management and systems life cycles to include developed software business application technologies and product, service, and develops internally using IT staff resources or procured from commercial sources.

This position is non-bargaining unit eligible.

Work Schedule: Monday - Friday, 8:00am - 4:30pm; Tour of duty will be determined based on organizational needs.

This is not a remote position. OIT has multiple worksites at various duty locations, and the individual(s) selected may be assigned to any federal government work site. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. You may qualify based on your experience as described below:

BASIC REQUIREMENTS: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

SELECTIVE PLACEMENT FACTOR: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Demonstrated experience leading technology product portfolios or modernization programs with organization-wide operational impact, including governance, roadmap development, performance management, acquisition strategy development, and executive stakeholder engagement. Demonstrated experience planning and executing large, multi-year complex budgets tied to enterprise technology, modernization, or digital transformation initiatives.

SPECIALIZED EXPERIENCE: GS-15 grade level: One year of specialized experience (equivalent to the GS-14 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Leading complex enterprise-level information technology (IT) product portfolios, programs, or product lines supporting mission-critical business operations; directing strategic planning, governance, and execution of large-scale IT modernization initiatives utilizing Agile, DevSecOps, Human-Centered Design, or product management methodologies; developing and executing acquisition strategies for enterprise IT systems, platforms, or services, including coordination with contracting officers, CORs, and acquisition stakeholders; advising senior executives on IT investment decisions, budget formulation, risk management, acquisition planning, and operational performance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
