Mandatory Qualifications:
a. At least five (5) years of full time equivalent (FTE) working experience within the last ten (10) years as a Program Manager, Portfolio Manager, or Senior Technical Manager on large-scale system implementations.
Large-scale projects are defined as those with an implementation budget exceeding $50 million, multiple phases, and a project team of over 50 resources.
Responsibilities must include application lifecycle management activities such as planning, requirements, design, implementation, rollout, knowledge transfer, postimplementation support, and project governance.
b. At least five (5) years of FTE experience within the last fifteen (15) years as a Project Manager or Senior Technical Manager leading software development projects.
Must demonstrate the ability to incorporate open and nonproprietary SDLC methodologies and collaborate with IT divisions, application development teams, enterprise architecture, and quality assurance units while adhering to enterprise IT standards, policies, and best practices.
c. At least five (5) years of FTE experience within the last ten (10) years as a technical manager overseeing the implementation or software development of technology modernization projects with a budget of $20 million or higher.
Must have used industry-recognized project management methodologies such as PMI-PMBOK, IEEE standards, Scaled Agile Framework (SAFe), or a hybrid approach.
Desirable Qualifications:
a. At least five (5) years of experience providing IT consulting services to a California State agency.
b. Professional certifications including Project Management Professional (PMP) or Certified Scrum Master or ITIL.
