Job Summary

We are seeking a highly experienced Technical Oversight Analyst to support large-scale enterprise financial and administrative systems. The ideal candidate will provide technical oversight, strategic planning, project coordination, vendor management, and production support for complex statewide application environments. This role requires strong technical expertise, executive communication skills, and experience supporting enterprise application modernization, integration, and operational excellence initiatives.

Key Responsibilities

  • Provide technical oversight and strategic guidance for enterprise application systems and related initiatives.
  • Develop and maintain strategic roadmaps aligned with organizational goals and technology priorities.
  • Coordinate cross-functional teams to support application development, deployment, maintenance, and modernization efforts.
  • Manage technical project activities, schedules, deliverables, risks, and stakeholder communications.
  • Prepare and deliver executive-level presentations, reports, and status updates.
  • Interpret contractual requirements and ensure vendor compliance with agreed-upon deliverables and service levels.
  • Support production operations, deployment activities, and enterprise application environments.
  • Collaborate with business, technical, and vendor teams to ensure successful implementation of technology solutions.
  • Analyze and support data integration, data quality, and system interoperability initiatives.
  • Assist with technical procurement activities, including development of technical specifications and requirements.
  • Support service management processes, incident resolution, change management, and operational improvements.

Required Qualifications

  • 10+ years of experience supporting complex enterprise application environments.
  • Extensive experience in technical project management, strategic planning, and technology oversight.
  • Strong experience developing technology roadmaps and managing cross-functional initiatives.
  • Experience conducting executive-level presentations and stakeholder communications.
  • Expertise in vendor management, contract compliance, and service delivery oversight.
  • Strong understanding of Software Development Life Cycle (SDLC) methodologies and best practices.
  • Experience with data integration, data quality, and enterprise systems support.
  • Hands-on experience with:
    • PeopleSoft FSCM and/or HCM
    • PeopleTools
    • PeopleCode
    • Application Designer
    • SQL
    • PS Query
    • SQR
    • Application Engine
    • Oracle Database (11g or higher)
  • Experience supporting large-scale production environments, deployments, and enterprise application operations.
  • Knowledge of IT Service Management processes and ITIL methodologies.

Preferred Qualifications

  • Experience supporting statewide financial, administrative, or ERP systems.
  • Experience with software and hardware asset management best practices.
  • Experience supporting legacy enterprise financial systems and modernization initiatives.
  • Experience developing technical specifications and requirements for IT procurements.
  • Experience working within large government or public-sector technology environments.
