Colorado Legislative Council Staff (LCS), is the nonpartisan research agency of the Colorado General Assembly, the legislative branch of the State of Colorado. Legislative Information Services (LIS), the technology section within Legislative Council Staff, is responsible for developing, maintaining, and securing all information and technology systems for legislators and legislative staff.

Description of Job
We are looking for an IT Project Manager to join our expanding application development team. This role involves leading successful Hybrid project delivery. As a key contributor, you will directly influence the future of legislative engagement in Colorado by providing project management expertise to ensure timely and cost-effective delivery of products.

The Colorado General Assembly is a small but high-profile state government institution with approximately five hundred users including one hundred legislators. LIS provides computing, network, and storage technology infrastructure, applications and systems support to all legislative staff, legislators, and others in the Capitol building. Within this unique organization, you will experience challenging work while directly contributing to the betterment of Colorado.

Primary Responsibilities:
  • Define clear project objectives, realistic timelines, potential risks, and specific deliverables.
  • Develop comprehensive project plans in collaboration with all relevant stakeholders.
  • Monitor project progress diligently, keeping track of budgets and resource allocation.
  • Collaborate closely with stakeholders to effectively manage expectations and provide regular communication and reporting.
  • Coordinate work across multiple technical groups and cross-functional groups, ensuring Accessibility and Security teams are engaged early and consistently throughout every project lifecycle.
  • Determine content of status reports from the project team, troubleshoot problem areas and deliver overall progress reports to stakeholders.
  • Conduct project post-mortem assessments and suggest improvements in process or procedure.
  • Proactively manage changes in project scope, identify potential risks, and devise contingency plans; communicating necessary details to stakeholders.
  • Schedule and facilitate all meetings with the stakeholders.
  • Manage relationships across the organization, customers and vendors to develop a thorough understanding of core business functions and align projects with overall business objectives.

Scrum Master:
  • Design, implement, and continuously optimize Agile workflows and processes to best suit the organization's unique needs.
  • Actively promote and facilitate seamless cross-functional collaboration and open communication.
  • Serve as the Scrum Master for multiple cross-functional Agile teams.
  • Facilitate essential Agile ceremonies, including Daily Stand-ups, Sprint Planning sessions, Sprint Reviews, and Retrospectives.
  • Identify and remove any impediments or obstacles that may hinder the team's progress
  • Provide guidance to project teams on Agile best practices, various frameworks (such as Scrum and Kanban), and the fundamental Agile mindset.

Knowledge, Skills and Abilities:
  • Software Development Lifecycle (SDLC) Management: Ability to lead the creation of custom applications from conception to deployment. This includes managing developer workflows, overseeing code integrations, and ensuring products meet the specific legislative engagement needs of the Colorado General Assembly.
  • Software Maintenance & Support Coordination: Proficiency in managing the ongoing updates, bug fixes, and performance tuning of existing applications. Skilled at balancing the delivery of new features with the critical need for system stability and long-term software health.
  • Network Infrastructure Project Oversight: Knowledge of managing projects related to physical and virtual hardware, including servers, storage, and connectivity. Ability to coordinate with technical teams to ensure the legislative infrastructure remains robust, scalable, and highly available.
  • Cybersecurity Project Management: Ability to integrate security protocols and compliance standards directly into the project lifecycle. Experienced in leading initiatives that protect sensitive legislative data and ensure the integrity of the institution's digital assets against emerging threats.

  • Adaptability: Ability to manage workloads that may include late-night work during the legislative session.
  • Strategic Influence: Capable of influencing stakeholders and aligning project goals with the institution's high-profile mission.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
*This position is not part of the state classified personnel system and therefore does not have an appeals procedure.
Education and Experience:
  • Bachelor's degree or 5 years of IT Project Management experience required.
  • Minimum 5 years of experience applying Agile, Waterfall, or hybrid methodologies.
  • Background in software development or product management. Experience managing software maintenance, network infrastructure, or security projects is a plus.
  • PMP, CSM, or other formal project management certifications are highly desired.

Supplemental Information

Schedule:
  • This role begins with an initial on-site training period to ensure understanding of our processes and team dynamics. Once the onboarding phase is complete and performance goals are met, the position will transition to a hybrid work schedule.

Salary and benefits:
The salary range for this position is $90,000 - $110,000 per year, with the salary level within this range commensurate with education and experience. Legislative Council Staff employees are not members of the state personnel system.
