Description of Project
The Minnesota Department of Information Technology Services (MNIT) partnering with Peace Officer Standards and Training (POST) Board is seeking a vendor to rebuild POST’s instance of Salesforce that has been in place since 2015.
At a high level, the vendor will develop a comprehensive plan for a Salesforce business solution for POST program areas in Phase 1 of this project.
This work will include: the preparation of requirements documentation, workflow mapping, solution architecture, a risk assessment, and an implementation roadmap. The State reserves the right to amend the work order to include Phase 2 implementation services of this comprehensive plan.
The work is expected to be done remotely.
Mode of Interview
The State will conduct interviews for this solicitation. Interviews will be conducted via MS Teams with a short list of responders. The State expects the vendor’s Account Representative, Proposed Project Lead, and Proposed Technical Lead to attend the interview. The State reserves the right to remove a responder from consideration if the responder is unavailable for interview as requested by the State.

Key Responsibilities
- Lead discovery sessions to analyze the current Salesforce environment, customizations, integrations, workflows, and data structures.
- Design the target-state Salesforce architecture supporting licensing, continuing education, misconduct reporting, public license search, and citizen-facing portal capabilities.
- Develop functional and technical architecture documents, including system interaction and integration designs.
- Define strategies for Salesforce platform modernization, technical debt reduction, and consolidation of customizations.
- Assess existing Salesforce components and identify reusable configurations, objects, workflows, and automation.
- Design integration architecture for third-party systems, payment gateways, exam vendors, LoginMN, and external data exchanges.
- Develop data migration strategies, including data mapping, cleansing, transformation, and migration planning.
- Recommend Salesforce Clouds, products, licensing models, and environment strategies.
- Provide effort estimates, implementation roadmaps, and solution recommendations.
- Collaborate with business stakeholders, project managers, security architects, and development teams throughout the engagement.
- Support Agile delivery planning and future implementation phases.
Required Qualifications
- 10+ years of Salesforce architecture and implementation experience.
- Salesforce Certified Application Architect or System Architect certification.
- Experience designing enterprise Salesforce solutions involving Experience Cloud, Service Cloud, Platform, and integrations.
- Expertise in Salesforce security, data architecture, API integrations, and governance.
- Experience leading Salesforce modernization and migration initiatives.
- Strong knowledge of Agile and Scrum methodologies.
- Excellent documentation and stakeholder communication skills.
