Our agency is seeking an expert Business Intelligence Analyst Specialist to support a targeted data curation initiative within our internal performance management and analytics system. This initiative focuses on critical healthcare and personal care services reporting. This is a highly specialized role requiring comprehensive, authoritative knowledge in data analysis and emerging technologies.
Working within an Agile development environment, you will serve as a senior analyst and tester, gathering business and technical requirements, and translating them into robust test plans. A key part of this role involves facilitating the integration of technical data sources across various departments and empowering staff to use complex queries and AI prompting techniques to access, synthesize, and report accurate data for strategic decision-making.

Responsibilities
Requirements & Testing: Work with program areas and project sponsors to gather business requirements and translate them into technical specifications. Act as Test Manager to create test plans and cases that integrate Agile sprint cycles, epics, stories, and Waterfall project artifacts.
AI Prompting & Data Synthesis: Translate complex data requests into actionable AI queries against analytics data sources. Develop and refine effective AI prompts to retrieve and synthesize data accurately, and build a library of standardized prompt templates. Guide non-technical users in crafting precise prompts to ensure data fidelity.
Data Reporting & Visualization: Extract, integrate, and analyze data from multiple complex internal and external sources. Collaborate with end-users, performance analysts, and IT leaders to create and validate reports, dashboards, and visualizations.
Quality Assurance: Provide subject matter expertise on validating AI outputs, particularly in identifying and mitigating AI hallucinations. Ensure all data outputs strictly adhere to agency reporting standards, data governance, and compliance regulations.
Data Literacy & Training: Champion data literacy across the organization by developing and conducting AI training sessions for non-technical staff. Create comprehensive documentation and tutorials to promote a data-driven culture.
Collaboration & Problem-Solving: Explain technical findings and data limitations in simple, non-technical language to end-users. Work closely with data engineering, IT, and program teams to troubleshoot issues, interpret data trends, and evaluate new AI and data analytics tools.
Minimum qualifications
10 years of experience gathering business requirements and translating complex data requests and operational requirements into actionable queries for complex analytics data sources.
10 years of experience in a complex data analysis, senior business/systems analyst, and/or data liaison role.
10 years of strong experience with SQL for data extraction and manipulation.
10 years of experience collaborating with end-users and IT internal leaders to create and validate reports, dashboards, and data visualizations for program monitoring and official reporting.
10 years of experience explaining technical findings and data limitations in simple, non-technical language to end-users.
10 years of experience with data visualization tools such as Power BI and/or Tableau.
10 years of experience demonstrating excellent communication, presentation, and interpersonal skills.
Preferred qualifications
5 years of experience with Business Intelligence/Data Warehousing.
5 years of experience working in a health and human services or similarly regulated environment, with a strong understanding of program data and reporting requirements.
5 years of experience utilizing data governance and data quality principles.
2 years of experience championing data literacy across an organization by developing and conducting training sessions for non-technical staff.
2 years of experience training and mentoring staff with varying levels of data literacy.
1 year of experience creating AI prompt catalogs using tools such as Streamlit with Python.
1 year of experience applying responsible AI practices and compliance with agency standards.
