Job Summary

Galapagos Federal Systems LLC is seeking a qualified and motivated individual to serve as a Program Manager supporting the DTMO Passport Enterprise Infrastructure Support (PEIS) contract. This role provides the opportunity to lead a team supporting mission-critical enterprise systems for the Defense Travel Management Office (DTMO).

The Program Manager provides leadership and oversight for contract performance across all task areas, including application administration, database administration, cybersecurity services, and application development. The Program Manager serves as the primary liaison between the contractor and the Government and participates in post-award conferences, bi-weekly status meetings, and leadership briefings.

Responsibilities include managing key contract deliverables such as the Project Management Plan, Monthly Status Reports, IT Management Support Plan, and Standard Operating Procedures, as well as maintaining project schedules, task tracking, and resource coordination to ensure timely delivery of contract requirements. The Program Manager works closely with DTMO representatives to communicate program status, address issues, and ensure continuity of services.

Key Responsibilities

The Program Manager will:

  • Maintain and manage the program project schedule and associated task lists to ensure timely completion of all contract requirements
  • Track and manage weekly application development activities and change requests, including scope, level of effort, estimated timelines, and projected delivery dates
  • Develop, maintain, and update the Project Management Plan (PMP) to guide overall program execution and performance
  • Prepare and submit Monthly Status Reports (MSRs) summarizing activities, accomplishments, issues, and progress for the reporting period
  • Develop and maintain a monthly POA&M Action Plan to identify and track information system security and privacy weaknesses and associated remediation activities
  • Utilize DTMO-approved issue tracking systems to manage tasks, incidents, and project-related issues
  • Develop and implement an IT Management Support Plan to ensure effective coordination of program activities and resources
  • Create and maintain Standard Operating Procedures (SOPs) to support consistent operations and knowledge transfer
  • Coordinate with DTMO leadership and stakeholders to monitor program performance, address risks, and ensure contract deliverables are met.


Responsibilities

Skills and Experience

The Program Manager must have:

  • Must obtain and maintain a Tier 3 (T3) or higher background investigation
  • 8+ years of experience in IT program or project management
  • Strong knowledge of federal acquisition processes, contract management, and FAR compliance
  • Demonstrated experience leading multidisciplinary technical teams supporting IT or professional services programs
  • Proven ability to manage multiple task areas, schedules, and resource allocations simultaneously
  • Experience with program performance tracking, risk management, and stakeholder coordination
  • Strong leadership, organizational, and decision-making skills
  • Excellent written and verbal communication skills, including preparing reports and briefings for government stakeholders
  • Ability to collaborate effectively with federal customers, internal teams, and subcontractors
  • Experience using project management tools and Microsoft Office applications for scheduling, reporting, and program tracking

Education and Certifications

The Program Manager must meet the following:

Required

  • Bachelor's degree in business administration, Information Technology, Project Management, Engineering, or related field.

Preferred

  • Project Management Professional (PMP) - Project Management Institute
  • Certified Scrum Master (CSM) or Agile certification (for IT programs)
  • ITIL Foundation Certification
  • FAC-P/PM or DAWIA Program Management Certification (preferred for federal program environments)

Security Clearance

A high-level Department of Defense active security clearance is/may be required. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to government information.

Physical Requirements

Work may involve sitting or standing for extended periods of time and typing and reading from a computer screen. The candidate must have enough mobility, including bending, reaching, and kneeling, to complete daily duties in a prompt and efficient manner, and that may include lifting up to thirty pounds, as necessary.
