Currently seeking qualified candidates for the position of a Project Manager Non-Certified for Kentucky Health Information Exchange (KHIE). This position is housed within the Office of Application Technology Services (OATS) – Division of Health Service Systems (DHSS) – Electronic Records Information Systems Branch (ERISB). This position is responsible for overseeing all facets of the KHIE Account Managers team.
Project Overview – The Kentucky Health Information Exchange (KHIE) offers the Commonwealth an unprecedented opportunity to advance health information technology and support health care providers, coordinate and deliver care more efficiently, improve patient health outcomes, and improve people''s health. KHIE provides a common, secure electronic information infrastructure for sharing health information among health care providers and organizations and offers health care providers the functionality to support Meaningful Use and a high level of patient-centered care. KHIE functions as the public health reporting authority for Kentucky, this includes syndromic surveillance, immunization registry, electronic reportable labs and cancer registry.
Primary Responsibilities Include (but are not limited to):
- Responsible for coordination, planning, and organization of onboarding activities.
- Ensure appropriate level of service provided to all areas affected by the project, including end users, vendors, and project staff.
- Assist with planning, assigning and oversight of resources for onboarding projects.
- Proactively manage and track individual onboarding project risks, issues, and schedules.
- Keep business sponsors and management advised of project status.
- Ensure that applicable CHFS-OATS system design life cycle (SDLC) processes are being followed.
- Oversee vendor and project team members'' work and deliverables to ensure compliance with contract.
- Experience in implementing Federal and/or State regulation changes.
- Provide project status reports
- Manage onboarding analyst staff activities, time, work distribution and work completion.
- Develop, implement, and utilize a tracking mechanism for all onboarding projects.
- Communicate strategic leadership goals to team members and ensure compliance towards goals.
Required Qualifications:
- Bachelor''s degree, or equivalent combination of recent, relevant work experience.
- Proficient in Microsoft Product Suites, (Word, Excel, Project, and Visio).
- Demonstrated ability to lead small to large size project teams.
- Prior IT experience in the public health domain and managing IT projects.
- Prior experience managing issues, scope, quality, escalations, and risks.
- Previous experience directly managing staff.
- Proven track record of successfully managing IT projects, collaborating across business and IT teams.
- Proficient in standard project management tools and methodologies, excelling in Microsoft Project, and PMI methodologies.
- Must be experienced in management of vendors and contracts for large scale information technology projects.
- Possess strong written and verbal communication skills.
- Ability to lead meetings, lead project teams, and communicate effectively at all levels within the project.
- Must be self-motivated and able to exercise sound decision making skills.
Preferred Qualifications:
- Prior process improvement experience.
- Experience with healthcare research, healthcare planning, and healthcare financial management.
- Experience with healthcare policy interpretation, development, and implementation.
- Research skills.
- Experience with analysis of regulatory authority, legislative action, and CMS guidelines.
Experience with Health Information Technology exchange mechanisms (HL7, IHE, FHIR, etc.)
