Senior Business Analyst - Electronic Health Record Implementation

Position Description

  • The Senior Business Analyst - Electronic Health Record (EHR) Implementation is responsible for supporting large-scale EHR implementation projects for the County of San Diego Behavioral Health Services.
  • The Senior Business Analyst will leverage their knowledge of business analysis practices, healthcare operations, and electronic health record systems (such as EPIC) to support project activities throughout the project lifecycle.
  • This role requires collaboration with clinicians, IT teams, administrative staff, and vendors to support the delivery of an integrated solution that improves clinical workflows, patient outcomes, and data management capabilities.

Responsibilities

  • Eliciting requirements based on business drivers, performing analyses to assess opportunities
  • Author detailed business and functional requirements documentation
  • Document current and future state processes
  • Develop user stories
  • Assist with developing test plans and training plans
  • Support test execution and training delivery
  • Support documentation of system settings, procedures, and system implementation records
  • Establish and maintain cooperative working relationships with Customers and Vendors

Qualifications

Education and Experience

  • Bachelor s degree in healthcare administration, information systems, business, or a related field
  • Minimum of 4 years of related experience, with at least 2 years supporting large-scale healthcare IT or EHR implementation projects
  • Experience supporting electronic health record systems projects (EPIC preferred; experience with Cerner, Allscripts, or other EHRs considered)
  • Experience working in behavioral health, public health, or hospital environments strongly preferred
  • CBAP Certification is highly desirable

Knowledge, Skills, and Abilities

  • Proven success leading projects involving business transformation activities such as:
  • Eliciting, documenting, analyzing, and validating business and functional requirements.
  • Business Process Improvement and Re-engineering
  • Preparing business cases, developing non-technical design and functional specifications
  • Extensive knowledge and application across the principles of Business Analysis (e.g., Business Analysis Body of Knowledge)
  • Outstanding interpersonal skills: ability to work effectively with a diverse set of public sector customers through exemplary professionalism and high emotional intelligence.
  • Excellent written and verbal communication skills
  • Intermediate to advanced experience with Microsoft tools: Word, Excel, Visio, Outlook, SharePoint, PowerPoint
  • Knowledge of regulatory and compliance requirements related to EHR systems
  • Ability to communicate complex concepts to both technical and non-technical audiences
  • Understanding of healthcare operations
