Systems Analyst - Health & Human Services (HHS) IT Solutions

Schedule: Monday-Friday, 8:00 AM-5:00 PM

Hours per week: 40

Dress Code: Business Casual

Location: Virginia Beach Blvd., Virginia Beach, VA 23462

Equipment & Tools: HP laptops/tablets, iPads, MacBook Air, Microsoft 365, ServiceNow, VMware Horizon MDM, GlobalProtect VPN, and additional standard IT tools.
About the Role

We're looking for a Systems Analyst to support our Health and Human Services (HHS) IT Solutions team in Access Management, Workforce Mobility, and Mobile Application Solutions. You will play a key role in supporting over 70 human services programs across Behavioral Health, Developmental Services, Social Services, Criminal Justice, and administrative operations.

This position offers the opportunity to work with a large portfolio of business applications-including Electronic Health Records, Case Management, Benefits Eligibility, and State/Federal systems (DBHDS, VDSS, DOJ/ Juvenile Justice).
What You'll Do

As a Systems Analyst, you will support both daily operations and technology innovation, contributing to initiatives that enhance mobility, security, and service delivery across the department.
Primary Responsibilities

• Provide operational support in:
  • Access Management
  • Mobile Device Management (iPads, iPhones, MacBooks)
  • Mobile application solutioning
  • Virtual Desktop Infrastructure (VDI)
  • Telehealth and tele-case management technologies
• Develop and manage security and access requirements using HP ALM for 46+ COTS business applications.
• Assist with work intake processes for mobile devices and app development requests.
• Support business discovery and requirements gathering for new projects.
• Document business processes using BPMN and create detailed process models.
• Conduct SWOP, GAP, and Root Cause Analyses to support operational improvements.
• Collaborate with Business Applications and Data & Analytics teams to build mobile solutions for 70+ program areas.
• Create and execute test plans, including UAT scripts and scenarios.
• Resolve incidents and service requests via ServiceNow.
• Maintain the team's Knowledge Management System (KMS) in ServiceNow.
• Provide mentorship to Business Application Specialists, Support Technicians, and interns.
