Position: Project Manager Cosourcing & Global Delivery Model Transition Manager
Location: Kansas City, MO (local only)
Position Summary
We are seeking an experienced Project Manager to stand up and lead a major cosourcing engagement and execute a largescale IT transition across multiple towers (infrastructure, security, applications). This is a hands?on, execution?focused role responsible for pretransition planning, operationalizing the cosourcing model, coordinating internal SMEs, partnering with vendor transition teams, and establishing governance, metrics, and quality gates for distributed, offshore delivery-while driving Human Change Management activities as planned by the Change Management team.
Success requires servant leadership, strong project delivery, vendor and stakeholder management, cultural fluency across time zones, and the ability to create structure and momentum in dynamic environments. You will facilitate Agile ceremonies, maintain disciplined reporting, and ensure transparency across scope, schedule, budget, quality, and benefits realization.
Key Responsibilities
Transition Program & Project Leadership
- Lead end?to?end delivery within the cosourcing model, partnering closely with the managed services provider to manage scope, schedule, budget, quality, and benefits realization.
- Collaborate with the managed services provider to build and maintain integrated project plans, multi?tower roadmaps, Risk & Issue logs, dependency maps, and governance routines.
- Oversee parallel workstreams across infrastructure, security, and applications, ensuring effective baseline management, critical path tracking, and resource constraints.
- Produce concise status reports, executive updates, and Steering Committee materials with clear status, decisions, and required actions, incorporating inputs from the managed service provider.
Cosourcing Stand?Up & Operationalization (Transition Planning)
- Partner with Vendor Management and Tower Leads to stand up the engagement and prepare pre-transition planning.
- Define and publish RACI; complete readiness assessments, document collection, and SME identification.
- Review and oversee Partner?developed tower transition plans to ensure clarity, completeness, and alignment with quality gates and acceptance criteria.
- Review and drive Partner onboarding and knowledge?transfer (KT) plans-including artifact handoffs and validation checkpoints.
- Formalize communication cadences, escalation paths, and decision logs tailored to distributed teams and time zones.
Partner & Vendor Management
- Serve as the primary liaison between internal teams and the vendor transition/project managers.
- Track partner deliverables (transition plan, KT schedule, playbacks, quality gates) ensuring on time, high?quality execution.
- Proactively escalate risks, negotiate remediation, and mediate expectations across all parties.
Change Management Support
- Coordinate stakeholder engagement, communications, and readiness messaging in partnership with Organizational Change Management.
- Sequence outreach and orchestrate training/adoption activities to minimize disruption and maintain momentum during the transition.
Execution & Governance
- Run ceremonies and routines: daily/bi?weekly standups, tower syncs, cross?tower integration reviews, and Steering Committee meetings.
- Maintain issue/risk/decision registers; drive mitigation plans, trade?offs, and dependency alignment across towers and parallel initiatives.
- Ensure artifact discipline using PMO templates (plans, RAID, status reports, Steering Committee decks, acceptance checklists) and portfolio reporting where required.
Risk, Compliance & Quality Assurance
- Identify and mitigate risks unique to distributed teams (e.g., security, data protection, access controls, IP handling).
- Implement quality controls, operational readiness reviews, retrospectives, and continuous improvement initiatives for the cosourcing model.
- Report quality and risk trends with clear mitigation/contingency plans.
Cultural, Time Zone & Communication Leadership
- Foster a culture of trust, transparency, and accountability across global teams.
- Create predictable timezone?aware rhythms (handoffs, overlap hours, decision SLAs) and clarify documentation standards to reduce churn.
- Provide coaching on cross?cultural communication and effective onshore/offshore collaboration practices.
Required Qualifications
- 7 15+ years of IT project management experience (PMO or similar), with proven success in outsourcing transitions and/or cosourcing/hybrid delivery.
- Demonstrated experience running multi-tower, time-zone-distributed work at scale.
- Strong understanding of SDLC, Agile, and hybrid delivery models; confident operating in infrastructure, security, and applications contexts.
- Track record coordinating SMEs and tower leads; managing structured, timeline?driven work with multiple dependencies.
- Excellent communication, facilitation, negotiation, and stakeholder management skills; able to influence without authority.
- Tool proficiency: Azure DevOps, Microsoft Project, Confluence, SharePoint, and Power BI (dashboards/metrics); familiarity with Planview/Enterprise One a plus.
Technical Background
- Working knowledge of core IT operations and terminology enabling effective dialogue with technical teams and vendors.
Preferred Qualifications
- PMP, PMI?ACP, CSM, SAFe (or similar).
- Experience in PMO environments with portfolio?level reporting.
- Background in IT transformation, vendor transitions, or operational readiness programs, with experience leading one or more outsourcing initiatives to an offshore managed services provider.
- Familiarity with contract/SLA frameworks, vendor performance management, and change?management practices (e.g., ADKAR).
- Experience onsite with cross functional teams during critical transition phases.

Work Expectations
- Intensity ramps up, with the heaviest workload in the first 4 6 weeks of active transition.
- Onsite presence strongly preferred during critical windows to enable rapid coordination and real?time issue resolution.
- Flexibility to work across time zones and support overlap hours for offshore collaboration; limited travel may be required.
